SUBJECT: ADOPT RESOLUTION JOINING THE NATIONAL MOMENT OF
REMEMBERANCE OF THE 10TH ANNIVERSARY OF SEPTEMBER 11TH TERRORIST
ATTACKS.
RECOMMENDATION: Adopt Resolution.
BACKGROUND:
This year we mark the 10th anniversary of the terrorist attacks of September 11, 2001, a day that
changed America forever. To commemorate this occasion and pay tribute to those we have lost,
a National Moment of Remembrance has been established to occur at 10:00 AM Pacific
Daylight Time on Sunday, September 11, 2011. This National Moment of Remembrance will be
honored across the nation.
During the Moment of Remembrance, every person across the country is being called upon to
stop and remember those we lost in the September 11th attacks. The Moment of Remembrance
will take place for one full minute at 10:00 AM Pacific Daylight Time on September 11, 2011,
and cities & towns, firehouses, churches, and other institutions throughout our City and region
and across our country are called upon to sound sirens and ring bells during that minute. These
sirens and bells will be a signal for each person to stop and remember the people we lost and
demonstrate the perseverance the American people have shown since that fateful day.
As part of our support and honoring of the National Moment of Remembrance, the City of San
Rafael will participate by:
• The lowering of our flags to half staff at all City facilities
• The placing of flowers at Lauren's Place
• Notifying and working with our community partners to promote a citywide participation in
the Moment of Remembrance
• Inviting the community to any of our fire stations to observe the Moment of
Remembrance in front of the individual station flag pole

• Having staff participate in a public education and information display at Northgate to
promote events and activities honoring the anniversary of the September 11th terrorist
attacks and promoting individual and community emergency preparedness programs
FISCAL IMPACT:
There is no fiscal impact.
1. Approve the resolution.
2. Do not approve and direct staff to make changes.
ACTION REQUIRED:

CITY OF SAN RAFAEL JOINING THE NATIONAL MOMENT OF REMEMBRANCE
OF THE 10'" ANNIVERSARY OF SEPTEMBER 11TH
WHEREAS, the City of San Rafael expresses its support of the United States Senate in coming
together as a Nation and ceasing all work and activity for a moment of remembrance for one minute
beginning at 10:00 a.m. Pacific Daylight Time on September 11, 2011, in honor of the 10th anniversary of the
terrorist attacks committed against the United States on September 11, 2001; and
WHEREAS, the City of San Rafael honors the heroic service, actions and sacrifices of the first
responders, law enforcement personnel, State and local officials, volunteers, and countless others who
responded immediately and heroically; and
WHEREAS, 10 years later, the people of the United States and around the world continue to
mourn the tremendous loss of innocent life on that fateful day, while thousands of men and women in the
United States Armed Forces continue to protect our country at home and abroad; and
WHEREAS, the impact of that day on public health continues through 2011, as nearly 90,000
people are at risk of or suffering from negative health effects as a result of the events of September 11,
2001, including 14,000 workers and 2,400 community residents who are sick, and tens of thousands of
others whose health is being monitored; and
WHEREAS, September 11th will never, and should never, be just another day in the hearts and
minds of all people of the United States, and on the 10th anniversary of this tragic day, the thoughts of the
people of the United States are with all of the victims of September 11, 2001 and their families; and
WHEREAS, the City of San Rafael offers its deepest and most sincere condolences to the family
and friends of San Rafael resident Lauren Grandcolas, who died aboard United Airlines Flight 93 in
Pennsylvania on September 11, 2001.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Council of the City of San
Rafael hereby encourage all people in San Rafael to observe a moment of remembrance for one minute on
September 11, 2011 beginning at 10 a.m. Pacific Daylight Time, by ringing bells, blowing whistles or
sounding sirens, to signal each of us to STOP AND REMEMBER the 10th anniversary of the tragedies of
September 11, 2001.

was duly and regularly introduced and adopted at a regular meeting of the City Council of said City held on
