HomeMy WebLinkAboutPW Woodland Sidewalk Impr.; NOC RecordedAgenda Item No: 3 i Meeting Date: October 3, 2011 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: City Manager Approval f Director of Public Works File No. 18.10.16 SUBJECT: ACCEPT COMPLETION OF THE WOODLAND AVENUE SIDEWALK IMPROVEMENTS FOR LAUREL DELL ELEMENTARY SCHOOL PROJECT, CITY PROJECT #11124, AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION. RECOMMENDATION: Staff recommends that the City Council accept completion of the project and authorize the City Clerk to file the Notice of Completion. BACKGROUND: On February 19, 2008, the City Council adopted Resolution No. 12431, which authorized the Public Works Director to execute an agreement with the Transportation Authority of Marin (TAM) for the Safe Pathways project at Laurel Dell Elementary School, otherwise known as the Woodland Avenue Sidewalk Improvements project. The project was designed by the Department of Public Works and on January 18, 2011, the City Council adopted the plans and specifications. The project was advertised in accordance with the City of San Rafael's Municipal Code and policies on January 28, 2011. Bids were opened on March 17, 2011 at 10:30 AM and read aloud. On April 4, 2011, the City Council adopted Resolution No. 13125 authorizing the Public Works Director to enter into an agreement with the low bidder, Ghilotti Brothers, Inc., and construction commenced on July 5, 2011. Previously, the City of San Rafael entered into an agreement with Ghirardelli Associates for construction inspection support on various projects. Their services were utilized for the construction inspection of the Woodland Avenue Sidewalk Improvements project and the cost to perform these services are reimbursable through the Safe Pathways Grant. PROJECT UPDATE: Construction was completed on August 19, 2011 within the originally authorized construction budget of $233,686.19. The total project cost, including design and construction, is $249,248.50, which is less than the $250,000 grant received. We recommend acceptance of the project and recordation of a Notice of Completion. ANALYSIS: Pursuant to Civil Code Section 3093 the City, owner of the improvements, is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project sub -contractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work.
