RECOMMENDATION: Approve Resolution. BACKGROUND: C>OvvntVvvn will Once again C0rnnlence the Holiday 8e8SOn with K8ahO COUDh/S favorite and largest aDOU8| holiday event, the Parade Of Lights, Winter Wonderland, and the special Holiday Market. The Bun(nHSS Improvement [)iSthCt and the 8@n Rafael Redevelopment Agency are hosting the Parade of Lights and Winter Wonderland. This will be the 32n« annual year that the Business |rnpn]wernent District has hosted the Parade of Lights and the 22»u year they have sponsored the free SnOvv sledding on ''A' Street. This has been 8 very successful way to not only thank |0y8| patrons for shopping in DOVYDtOVvD San Rafael, but also toencourage others todiscover Downtown. The Parade OfLights wiUatartdOvvOFourthStne8t815:3Op.nn.00Fhd8yandendFdCourthOuS8 Square with the Tree Lighting Ceremony. The Holiday Market will be held from 3 to 8:30 p.m. OD Friday. It will be |0C@t8d on Fourth Street between Court Street and Luotenn P|808. Seasonally appropriate vendors from the Downtown Farmers' Market will be invited to be 3 part of this Sp8Ci3| Market. There will be Holiday entertainment and musical pSdbnnGnceu at different {OcaU0no OO Fourth Street between LOOt8OS P|8C8 and /\ Street 8Swell as Santa's Village in the Plaza for the Children tovisit after the parade. The West End merchants have been invited tOparticipate. The Snow will be open from noon to p.m. on Friday, close during the Parade of Lights and Tree Lighting CenB0ODy' [S-Op8O at 8pp[OX0@Uek/ O p.0.. and dOS8 again at 8 p.m. The area will be S8cUF8d from 10 p.m. Friday to 8 @.[O. Saturday. It will then be open from 8 a.m. UOtU noon, Oruntil the snow iSDDlonger safe. Public Works will then remove the snow. The proposal will b8coordinated with the PO|iC8' Fire, and Public Works Departments. FISCAL IMPACT: None. ACTION REQUIRED: Approve the attached resolution. FOR CITY CLERK ONLY File No.: Counc|Meedn0: Disposition: ti���' RESOLUTION NO. 13252 RESOLUTION AUTHORIZING THE CLOSURE OF A STREET FROM THIRD AVENUE TO FIFTH AVENUE AND FOURTH STREET FROM LOOTENS PLACE TO B STREET FOR THE ANNUAL PARADE OF LIGHTS AND WINTER WONDERLAND ON NOVEMBER 25 AND 26, 2011. WHEREAS, the 32nd Annual Parade of Lights and Winter Wonderland necessitates the temporary closure of city streets as specified below: "A" Street between Fourth and Fifth Streets and Julia Street between "A" and `B" Streets from 5 a.m. on Friday, November 25, thru Saturday, November 26, at 6 p.m. for the snow play area. Streets will re -open after snow is removed on Saturday afternoon. 2. "A" Street from the parking garage drive way to Fourth Street from 7 a.m. on Friday, November 25, thru Saturday, November 26, at 6 p.m. for additional activities. 3. Fourth Street between Lootens and "B" Streets for the tree lighting event and special Holiday Market on Friday, November 25, from 1 to 9 p.m. 4. Fourth Street between `B" and "F" Streets for the Parade of Lights event on Friday, November 25, from 5 p.m. to 6:30 p.m. 5. "E" Street between Fourth Street and Fifth Avenue from 4:30 p.m. to 6 p.m. on Friday, November 25, for Parade assembly. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above streets should be temporarily closed to through traffic for the dates and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the dates and times described above.
