HomeMy WebLinkAboutED Dominican Public Art - Encroachment with CaltransCITY OF+Fr�I%�� Agenda Item No: 3.e Meeting Date: February 19, 2013 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Public Works Prepared by: Stephanie Lovette, ED Manager City Manager Approval SUBJECT: RESOLUTION OF THE SAN RAFAEL CITY COUNCIL SUPPORTING THE PUBLIC ART PROJECT BY THE DOMINICAN UNIVERSITY ART DEPARTMENT ENTITLED "INSIDE OUT -EDUCATIONAL EQUITY IN MARIN" AT THE 580-BELLAM UNDERCROSSING AND AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS TO ENTER INTO AN ENCROACHMENT PERMIT WITH CALTRANS RECOMMENDATION: Adopt Resolution supporting the public art project by the Dominican University Art Department at the 580-Bellam undercrossing. BACKGROUND: Caltrans has a public art program to enrich the cultural and visual environment for transportation system users and local community members. The transportation art program requires the applicable local agency to apply for a Caltrans permit. The permit process requires the local agency to provide a resolution of approval and to enter into an encroachment permit with Caltrans. ANALYSIS: The City of San Rafael was approached by the Dominican University Art Department to install a temporary art piece entitled "Inside Out -Educational Equity in Marin". The piece will be photographs of local students printed on 3x5 posters. The posters will be affixed to the underpass with wheat paste. The entire installation is 10 feet high by 80 feet wide. The installation will run for six weeks. Caltrans has reviewed the proposal and given their preliminary approval, awaiting the support resolution from the San Rafael City Council and the fulfillment of the Caltrans encroachment permit requirements. The Department of Public Works has been working with Dominican on the encroachment permit. FISCAL IMPACT: No fiscal impact to the City. The Department of Public Works will work with Dominican to assure all Caltrans requirements are met. Dominican will also be required to provide insurance for the project. ATTACHMENTS: Dominican Proposal RESOLUTION NO. 13496 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL SUPPORTING THE PUBLIC ART PROJECT BY THE DOMINICAN UNIVERSITY ART DEPARTMENT ENTITLED "INSIDE OUT -EDUCATIONAL EQUITY IN MARIN" AT THE 580- BELLAM UNDERCROSSING AND AUTHORIZING THE DEPARTMENT OF PUBLIC WORKS TO ENTER INTO AN ENCROACHMENT PERMIT WITH CALTRANS WHEREAS, Caltrans has a Transportation Art Program that encourages the integration of transportation facilities into their surroundings to enhance and reflect the scenic, environmental, and cultural values of the local community: and WHEREAS. the Dominican University Art Department desires to work with their students and residents of the Canal neighborhood to enhance the Bellam-580 underpass through a temporary art installation entitled "Inside Out -Educational Equity in Marin"; and WHEREAS, Dominican University has worked with neighborhood organizations on the proposed art project and received letters of support from Young Moms of Marin, Voces del Canal, Canal Alliance and the Parent Services Project; and WHEREAS, at the request of Dominican University, the City of San Rafael applied to Caltrans for the Transportation Art program for the temporary art installation at Bellam-580; and WHEREAS, the Caltrans Transportation Art Program requires a support resolution from the local government. NOW, THEREFORE, BE IT RESOLVED that the City Council hereby supports the temporary Inside Out art installation. BE IT FURTHER RESOLVED that the City Council thanks Dominican University Art Department for coming off the campus to engage with community partners and bring art to a neglected area for the benefit of San Rafael residents, businesses, and visitors. BE IT FURTHER RESOLVED that this Resolution shall take immediate effect upon adoption. 1, ESTHER C. BEIRNE, City Clerk A) Transportation art and community ID description: (the content, size, and proposed location; proposed lifespan; a brief description of the existing site conditions; brief description of the resulting conditions after installation, This project is inspired by French street artist JR, who is known for his large-scale photographic portraits of the faces of people, especially those who are often hidden behind the statistics of poverty and war. The implicit desire in this work is to see each other through new eyes and break through barriers that blind us from honoring our differences as well as our similarities. His series "Women as Heroes" project drew world-wide attention, and in 2011 he received a TED prize. As part of his TED Wish JR launched the Inside Out Project where he emphatically calls for everyone's participation: "I wish you all to stand up for what you care about by participating in a global art project, and together we'll turn the world inside out!" Our proposed Inside Out Project involves both first generation college students from our university and our community partners: Bahia Vista after-school program, and Marin County Community School, and addresses the issue of educational equity and the right of all people to have access to a full dynamic education experience. Marin County is commonly perceived as an affluent community. However, there are many underserved youth in our community who face many challenges to their educational goals that are often exacerbated by stereotypes and negative expectations. Many of the neighborhoods where disenfranchised youth live are separated from the more affluent areas physically by the freeway overpass, creating a very tangible boundary. This project aims to make the faces of our invisible youth visible as well as the geographic boundaries that often divide the losses from the gains. Does the face of a child display the labels that we put there: gang member, first generation college student, truant, business major? In these "larger than life" expressive portraits, the faces will speak for themselves. In JR's words: "Art is not supposed to change the world, to change practical things, but to change perceptions. Art can change the way we see the world. Art can create an analogy." Size: The subjects portraits are photographed then printed into Y x 5' posters. There will be two rows of 3' x 5' images adhered right next to one another along the wall. Making the entire installation approximately 10 feet high and 80 feet wide. Location: Site specificity is an important aspect of almost all public art and community-based art. In this project, the location that carries the most meaning is adjoining the N 101 freeway. We envision the portraits of the students along the side walls of the under pass along Bellam Blvd. Life span: This is a temporary installation. The images will adhere to the cement wall with wheat paste (also known as potato paste, flour paste, rice paste, Marxist glue, or simply paste). This is a liquid adhesive made from vegetable starch and water. Closely resembling wallpaper paste, it is often made by mixing roughly equal portions of flour and water and heating it until it thickens, or by smearing cooked rice into a paste. (wikipedia) We pian to have the images up for six weeks. Existing site conditions: The Bellam Blvd. underpass at HWY 101 is a very well used roadway and pedestrian walkway. It connects East and West Francisco Boulevards. Canal Alliance had the area surveyed to see how many individuals traverse the side walk. An average of 300 individuals per day were counted who either walked the sidewalk or rode bicycles. The actual site for the images is the concrete wall on the north side of the street.
