HomeMy WebLinkAboutED Street Closure; May Madness 2013c►rr oF,1 0,06 wrr�er Department: Economic Development Agenda Item No: 3. c Meeting Date: March 18, 2013 Prepared by: Stephanie Lovette, Economic City Manager Approval tA4&' I Development Manager S� SUBJECT: Resolution Authorizing Temporary Street Closures for the 26th Annual May Madness Classic Car Parade on Saturday, May 11, 2013 RECOMMENDATION: Approve the Resolution authorizing the temporary street closures BACKGROUND: This will be the 26th year for this popular Downtown event sponsored by the Downtown Business Improvement District (BID). The event will include the parade, a Show & Shine display of vehicles, micro -brew beer and wine booth, food booths and a live music stage with local musicians. The parade will have a centralized start and finish line at A Street and the event times have been set to encourage event goers to shop and eat Downtown. The BID has hired Pacific Expositions, Steve Bajor, as the event producer. ANALYSIS: The streets proposed to be closed are : 1. 'W' Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m. 2. Julia Street from "A" Street to "B" Street 6 a.m. to 9 p.m. 3. Fourth Street between Lootens and "A" Street from 7 a.m. to 10 p.m. 4. Fourth Street from Lincoln to "D" Street from 11 a.m. to 9 p.m. 5. Cijos from South of Commercial to Fourth Street from 11 a.m. to 9 p.m. 6. Lootens from Third Street to Apartment Building driveway from 11 a.m. to 9 p.m. 7. "B" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 8. "C" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 9. Lincoln Ave. between Fifth Avenue & Third Street 11 a.m. to 9 p.m. FISCAL IMPACT: Police and Public Works overtime costs estimated at $6,000, which is included in the City's event budget. OPTIONS: • Accept the street closures as proposed • Modify the streets to be closed. ACTION REQUIRED: Approve the attached resolution. FOR CITY CLERK ONLY File No.: I I/ — I Council Meeting: Disposition: RESOLUTION NO. 13507 RESOLUTION AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS FOR THE 26th ANNUAL MAY MADNESS CLASSIC CAR PARADE ON MAY 11, 2013 WHEREAS, the 26th Annual May Madness Classic Car Parade necessitates the temporary closure of city streets on May 11, 2013 as specified below: 1. "A" Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m. 2. Julia Street from "A" Street to "B" Street 6 a.m. to 9 p.m. 3. Fourth Street between Lootens and "A" Street from 7 a.m. to 10 p.m. 4. Fourth Street from Lincoln to "D" Street from 11 a.m. to 9 p.m. Cijos from South of Commercial to Fourth Street from 11 a.m. to 9 p.m. 6. Lincoln Ave. between Fifth Avenue & Third Street 11 a.m. to 9 p.m. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the above streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
