Baro Council Members Greg Brockbank Damon Connolly Barbara Heller Marc Levine Department of Public Works, 415 -485 -3355 -Fax (415) 485-3334 DECLARATION OF PUBLIC WORKS DIRECTOR ATTESTING TO THE EXISTENCE OF THE ORIGINAL TRAFFIC AND ENGINEERING SURVEY I, Nader Mansourian, Public Works Director for the City of San Rafael, hereby declare as follows: 1) I am employed by the City of San Rafael, County of Marin, State of California, in the Department of Public Works, and perform among other duties Traffic Engineering functions. 2) The copy of the traffic and engineering survey attached hereto is a true and accurate copy of the original on file in the City of San Rafael Department of Public Works, for: Location: Andersen Drive (Lindaro Street to Francisco Boulevard West) Critical Speed (85th% Tile): 39 MPH Posted Speed Limit: 35 MPH 3) This Traffic and Engineering Survey was prepared on June 24, 2010 in accordance with the established and recommended procedures outlined in the California Department of Transportation Manual on Uniform Traffic Control Devices pursuant to California Vehicle Code section 627. 4) This Traffic and Engineering Survey was prepared in the ordinary course of business, and it is used by the City to determine and post appropriate speed limits for the streets surveyed. Box 151560, San Rafael, CA 94915-1560 Attachment: Andersen Drive between Lindaro Street and Francisco Boulevard West CONDITIONS AND JUSTIFICATION Andersen Drive, between Lindaro Street and Francisco Boulevard West, is classified as a minor arterial and is a Federal Aid Urban (FAU) street. This segment of Andersen Drive is 2 lanes and divided by a raised center median and width of the roadway varies from 34 to 61 feet with left turn packets at all signalized intersections. There is no parking along this segment of Andersen Drive. The surrounding landuse is primarily non -fronting commercial or industrial. Andersen Drive is one of the City's major north -south bicycle routes with a class Il bicycle facility (bike lane next to travel lane.) Andersen Drive is in a school route. Davidson Middle School and Laurel Del School are located close by. The average daily traffic is 15,200 vehicles per day which include 6.9% heavy vehicles in the AM peak and 2.3% in the PM peak. There are few driveways and moderate (10 49 per hour) pedestrian and bicycle activity. The collision rate for the segment is 0.70 collisions per million vehicle miles travelled, which is 47% of the expected rate for this road type. 43% of the collisions are speed related, 57% occurred at intersections, and 14% resulted in injury. The signalized intersections are on oblique angle and it limits the sight distance. A speed survey was conducted on June 24, 2010 with a posted speed limit of 25 mph, the 85th percentile speed was measured at 39 mph, and the 50th percentile speed was 35 mph. Recommendations: The 85" percentile speed of 39 mph suggests a 40 mph speed limit. The 10 mph pace is from 31 mph to 40 mph containing 80% of the sample data and the suggested 40 mph speed limit is at the upper end of this range. Due to oblique angle of signalized intersections, the 10 mph pace, the high truck traffic, close proximity of school, moderate - pedestrian and bicycle activity, downgrading of the 85th percentile speed by 5 mph is justified.
