SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF THE
LIFELINE TRANSPORTATION PROGRAM (LTP) CANAL NEIGHBORHOOD
PEDESTRIAN AND TRANSIT ACCESS AND SAFETY IMPROVEMENTS
PROJECT PHASE II, CITY PROJECT NO. 11174, AND AUTHORIZE THE CITY
CLERK TO CALL FOR BIDS.
RECOMMENDATION: Adopt Plans and Specifications for the project.

The Lifeline Transportation Program (LTP) is administered by the Metropolitan Transportation
Commission (MTC) and is a state funded program that supports projects to improve mobility and
accessibility for residents in low-income communities. Transportation Authority of Marin (TAM), as the
Congestion Management Agency for Marin County, administers the Marin County component of the
regional program aimed at nine counties in the Bay Area.
In March 2007, the City applied for and received LTP funding for Phase I of the Canal Neighborhood
Transit and Pedestrian Access and Safety Improvements. Phase I, in which construction was completed in
June 2011, consisted of new sidewalk and transit improvements at four intersections on Canal Street
between Larkspur Street and Sonoma Street.
In October 2008, staff submitted a grant application for the Canal Neighborhood Transit and Pedestrian
Access and Safety Improvement Phase IL As the Golden Gate Bridge, Highway and Transportation
District (GGBHTD) is the only organization within the County of Marin that is eligible to receive LTP
funds, on February 22, 2011 the City Council approved Resolution No. 13112 authorizing the Public
Works Director to execute a Memorandum of Understanding (MOU) with GGBHTD, which allows the
City to receive the grant funds for the design and construction of the Phase 11 improvements.
In December 2011, the City Council approved Resolution No. 13273 authorizing the Public Works
Director to enter into a professional services agreement with Gannett Fleming for design and construction
support services of the proposed improvements. The plans and specifications have been approved by the
City Engineer and are available for review.

ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to begin in June 2013.
FISCAL IMPACT: The engineer's estimate for construction of the project is $480,000. The exact cost
for construction cannot be determined until bids have been received. The project sponsor, GGBHTD,
requires four percent of the grant funding to administer the State Transit Agency (STA) Proposition IB
funding. The STA Proposition 1B funding requires a local match of $155,000. Document reproduction
and available construction funds total $625,035.90.
