SUBJECT: Adopt plans and specifications for construction of the Street Resurfacing 2012 — 2013,
City Project No. 11183, and authorize the City Clerk to call for bids.
RECOMMENDATION: Adopt Plans and Specifications.
BACKGROUND: Resurfacing of City streets is a vital and important program that improves a portion
of the City's 175 miles of roadways. Previous experience has shown that resurfacing local streets
presents many advantages to the community, residents and the City which significantly reduces
maintenance costs, increases property values and provides residents with a better look and feel of their
community.
Street Resurfacing 2012/13 was identified in the City's Five Year Capital Improvement program. The
Department of Public Works initially utilizes the Pavement Condition Index (PCI) to identify potential
candidate streets that need resurfacing. Further field investigation by the Department of Public Works
Engineering division examines and analyzes the roads that most need resurfacing treatments. The
available funding dictates the total number of roads within the City to received resurfacing treatment.
The proposed project includes surface treatments involving slurry seal, micro seal or pavement overlay,
which are based on the Engineering Division analysis of the most likely candidate roads initially
identified from the PCI listing. This year Staff recommends resurfacing the 23 local streets listed in Table
1 within this report.
The analysis and subsequent design of this year's resurfacing project was completed by City of San
Rafael Department of Public Works engineering staff and has been signed and approved by the City
Engineer. A copy is available at the City's Clerk's office for review.
As part of the process of developing the design for this project Local utility companies were notified of the
proposed work. For the roads listed in Table 1 no utility improvements are required.
Per the Americans with Disability Act, resurfacing of these 23 roadway segments requires the installation
of 12 curb ramps. The construction of seven curb ramps has already been constructed and the money for
their construction has been allocated through Community Development Block Grant 12113 and 13114.

The remaining five curb ramps will be constructed prior to resurfacing and will be funded through the
Community Development Block Grant 13/14.

ANALYSIS: Adoption of project plans and specifications is necessary to bid the project and begin
construction.
FISCAL IMPACT: The estimated cost of this project is $1,261,800 which includes some
reimbursements from utilities for raising their facilities which is standard practice for this type of paving.
The available funds from all sources is $1,200,000 and the remaining balance of $61,800 will be funded
by Measure A funds.

The exact cost of the project is not known know until bids are received. Further modifications to the
budget may be necessary upon the award of the construction contract.

OPTIONS: The City Council may choose to adopt the plans and specifications as presented for the
project, authorize staff to explore maximization of the number of streets paved based on the final funding
availability and authorize the City Clerk to call for bids; or the Council may choose to reject the plans and
specifications and direct staff to stop the work on the project.
