BACKGROUND: The City of San Rafael Community Services' Val lecito Children's Center is the Department's largest Child Care program licensed by the State of California, Community Care Licensing. The Center currently is authorized to accommodate 85 children. Typically the Center will have a waiting list of 15-20 families needing afterschool child care for their students. Kindergarten enrollment at Vallecito Elementary School for the 2013-14 school year is increased to record levels. Dixie School District expects this trend to continue for the next 3-5 years. School officials request the Child Care Division expand operations at Vallecito Elementary School to respond to the increased enrollment. ANALYSIS: Expanding the Vallecito Children's Center license to accommodate 28 additional children will increase the license capacity to 113 children. Adhering to the State mandated 1:14 ratio of instructors -to -children, the program expansion requires the addition of two positions, a Child Care Instructor I and an Instructor 11, at a prorated .60 FTE and .63 FTE. The Dixie School District has made available the mandated additional space to operate the program, and will charge the Division for the proportionate increase in use of campus facilities. FISCAL IMPACT: The following is the projected expenses and revenues for the expansion of the Chilw' Care program at Vallecito Children 7 s Center I Expenses Employee Compensation One, Instructor I at 60% FTE, Position Code 9351, Step B Salary $15,117.30 Benefits $7,058.34 Total Position Compensation $22,175.64 One, Instructor 11 at 63%, FTE, Position Code, 9350 Step B Salary $20,555.01 Benefits $16,200.48 Total Position Compensation $36,755.4t Total Annual Employee Compensation $581931.13 Total Annual Facility Use Fees $ 31800-00 Total Annual Materials and Supplies $ 61000-00 Total Annual Expenses for Expanded Program $681731.13 File No.: 9-3-86 x 9-3-65 Council Meeting: 07/15/2013 Disposition: Resolution 13569 Revenue Fees 18-28 students @ 21.75 per day, 180 days= $70,470.00 — $109,620.00 This is a conservative revenue projection for the school year. It does not account for the kindergarten students who pay $31.00 per day for a longer period of care, nor does the projection account for the increased fees collected for enrollment on school holidays when students attend for an extended day. Projected Totals Staff projects revenue over expense to be $1,738.87 — $40,888.87 for the expanded program. At the low end of the range, the program will recover direct costs. The more likely probability is that program revenue will exceed direct costs. OPTIONS: 1. Approve the Resolution 2. Direct staff to amend the recommendations 3. Deny the request ACTION REQUIRED: Adopt Resolution approving request for two, permanent, .60 and .63 FTE positions in the Child Care Division to support the expansion of enrollment at the Vallecito Children's Center. RESOLUTION AUTHORIZING ONE PERMANENT .60 FTE POSITION AND ONE PERMANENT.63 FTE POSITION IN THE CHILD CARE DIVISION TO SUPPORT THE EXPANSION OF ENROLLMENT AT THE VALLECITO CHILDREN'S CENTER. WHEREAS, the City of San Rafael, Vallecito Children's Center is Licensed by the State of California to serve 85 children per day; and WHEREAS, the Center has maintained a waiting list of fifteen (15) to twenty (20) families desiring enrollment at the Vallecito Children's Center for the past three years; and WHEREAS, student enrollment at Vallecito Elementary School has increased for the academic school year 2013-14 over previous years; and WHEREAS, Dixie School District requested the City expand child care services on the Vallecito Elementary school campus to accomodate increase student enrollment; and WHEREAS, expansion of the License daily capacity for student enrollment at the Vallecito Children's Center by twenty-eight (28) students to one hundred, thirteen students (113) will respond to the increased demand for child care at Vallecito Elementary School, and reduce the number of underserved families currently on the waiting list; and WHEREAS, expansion of the License capacity for operation requires the addition of one permanent, .06 and one permanent .63 FTE Instructor I and Instructor 11 positions to comply with mandated staff to student WHEREAS, enrollment fees for the expanded program will cover the cost of the additional positions. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL hereby authorizes one permanent .60 FTE position and one permanent .63 FTE position in the Child Care Division to support the expansion of enrollment at the Vallecito Children's Center. Beirne, Clerk of the City of San Rafael, hereby certify that the foregoing Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of the City of San Rafael, held on Monday, the 15 th co July, 2013, by the following vote, to wit: AYES.
