HomeMy WebLinkAboutED Street Closure; Food and Wine Festival 2013Agenda Item No: 3 fo Mee ting D ate August 5, 2013 -,-- " --- ---------- Department: Community Services _k_ C_/ City gepp Prepared by: Carlene McCart, D*rector & Manar Arovah SUBJECT: Resolution Authorizing the Temporary Closure of Mission Avenue Between C Street and E Street for the 7th Annual San Rafael Food and Wine Festival, Saturday, August 1 2013, Between the Hours of 8:00 a.m. and 8-.00 p.m. I RECOMMENDATION: Staff recommends that City Council approve intermittent closure of Mission Avenue between C and E Streets to accommodate event set up, delivery, and break down traffic to the San Rafael Food and Wine Festival between the hours of 8:00 a.m. to 8:00 p.m. on Saturday, August 5, 2013. BACKGROUND: The San Rafael Food and Wine Festival at Falkirk is produced by Steven Restivo Productions, the producer of the San Rafael Parade of Lights and many other Bay Are4-* events. This event features live entertainment, food and wine tasting, cooking demonstrations, and arts and craft booths. Approximately 1000 people attended last year's event, and the producer expects approximately the same amount to attend again this year. The Special Events Committee, comprised of members of SRPD, SRFD, Public Works and "iii velopmeni has determined in the past that the street be closed for safety reasons. A memo from Brian Auger with the street closure and parking information is attached as Exhibit B. ANALYSIS: It is the opinion of the Events Coordinator and the Festival Producer that closure is not necessary for safety of public crossing on Mission Avenue due to the installation of the new stop sign at Mission and E Streets. Production setup and clean up, however requires trucks to park on the street before and after event hours. The Event Coordinator and Festival Producer will jointly institute the street closure when appropriate for the event and will monitor the pedestrian safety. AND 800 P.M. WHEREAS, the San Rafael Food and Wine Festival at Falkirk Cultural Center necessitates the intermittent temporary closure of Mission Avenue between C Street and E Street on Saturday, August 10, 2013 ), from 8:00 AM — 8:00 PM; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the above street should be intermittently temporarily closed to through traffic for the date and time described above; and WHEREAS, Mission Avenue has been closed in the same manner in past years with success for this and similar events. CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct, 2. PARKING Vendors: Vendors located on Falkirk grounds will park in Menzies Lot Public & ADA,: Public will be directed to park in 5 th & D Street lot and C Street lot as well as remaining Ci t y Hall spaces (entering from 5 th Ave.). Disabled Parking will take place in the front of Menzies as well as behind the Greenhouse on Falkirk grounds. No other public parking will take place in Menzies. Church and Library to be notified by Beth. *Library staff will park in the City Hall lot, and we ask that parking officers be notified to allow staff with Menzies parking stickers to not be ticketed on the day of the event in the City Hall lot since we are taking their Menzies lot spaces. Menzies lot (58 spaces, 2 of which are handicap designated) will have clearly posted ADA and vendor parking only signs (promoter) and will have an ADA sensitive attendant day of event staffed by promoter. Vendors will have vehicle ID tags provided by promoter. Additional ADA signs for Greenhouse parking provided by Falkirk. Cltiir Hall lot will be open after vendor set-up and public will be allowed to park in available Visitor spaces.
