(Director of Public Works (RL) N RM 10 V RECOMMENDATION: Adopt Resolution BACKGROUND: The Fire Department's immediate vehicle priority is the replacement of unit #103-97,, which served as a front line Basic Life Support ambulance for many years. This is a Ford ambulance with 125,000 miles on it. It now functions as a reserve unit and is the oldest of the department's fleet of 7 ambulances: * 3Chevys:#109-purchased2011-#'sl2l&140-purchased2Ol2 * 2 Freightliners: Ws 107 & 13 1 -purchased 2001 * I International: #11 -purchased 2004 * 1 Ford: #103 -97 -purchased 1997 Compelling operational benefits have led to this request to utilize vehicle replacement funds to purchase a Chevrolet ambulance to replace #103-97. SRFD requires the consistent availability of 4 ambulances to maintain adequate medical response service levels. Replacing #103-97 with a currently available Chevy unit will create a standardized, reliable first line fleet of Chevy ambulances. Arrow is the company that retrofitted 2 mechanically unreliable Ford ambulances for SRFD in 2012. They have a new Chevrolet ambulance at their facility that would require only moderate modifications to meet San Rafael's specifications, i.e., the addition of a lift, motorized gurney and mobile computer system that will match the equipment currently used throughout the City's fleet. It is important to note that the Chevy chassis and diesel power train have been quite reliable. There are 3 Battalion Chief vehicles currently in service with the same chassis and power train, each driven approximately 40,000 miles. They have been problem free and are highly dependable. The decision to replace #103-97 is simply a function of vehicle age and mechanical condition. It is the oldest unit in the fleet by 4 years and has the highest mileage of any San Rafael ambulance. FISCAL IMPACT: The price to purchase and equip a 2013 Chevrolet G4500 ambulance is $181,430.50, as specified in the quote from Arrow Manufacturing, including a $5,000 trade-in credit for unit #103-97. There are sufficient funds in the Vehicle Replacement Fund for this purchase. OPTIONS: The City Council may choose not to approve the resolution but staff does not recommend this option. Staff feels strongly that the availability of a fully equipped Chevrolet ambulance will enhance the Department's medical response capabilities in a timely and fiscally prudent manner.
