SUBJECT: Adopt plans and specifications for the 3rd Street and CiJos Street Parking Lot
Improvements, Project No. 11200, and authorize the City Clerk to call for bids
RECOMMENDATION: Adopt Plans and Specifications.
BACKGROUND: This parking lot, located at the comer of 3rd Street and CiJos Street, is one of the
oldest parking lots in the City. In researching the development of this lot we found documentation that
this lot was originally improved over 100 years ago; no doubt utilized by horses and carriages prior to the
automobile. The current parking lot was constructed in 1959 and is striped to accommodate a total of 58
parking spaces. However, due to the time in which the construction occurred, these existing spaces have
substandard widths and the aisle back out space is also narrow, making it difficult to maneuver within the
lot.
This particular parking lot was identified in 2004 by the Federal Department of Justice (DOJ) for lacking
compliance with the Americans with Disabilities Act (ADA). The existing accessible parking space does
not allow compliant access to the sidewalk. Reconstruction of thi's parking lot will incorporate all
improvements required by the DOJ settlement and will provide compliance with current accessibility
regulations.
The reconstructed parking lot will incorporate the following:
• Upgrade the parking space dimensions to meet current city standards
• Resurface the entire lot
• Install ADA compliant parking spaces including van accessible spaces and access aisles
■ Install electric vehicle charging stations
■ Install LED safety lighting
■ Install landscaping
■ Install bicycle parking racks
■ Close the access driveway on Third Street (all vehicles will enter and exit the parking lot
from CiJos Street)
Closure of the Third Street access driveway will increase pedestrian, bicycle and vehicular safety along
Third Street as well as within the parking lot itself by reducing all conflict points at this location. Closure

of the 3rd Street access point will also allow for additional parking spaces to be included within the lot and
safe circulation without adversely affecting traffic on Third Street.
On July 25h, Public Works, Parking Services and Economic Development staff met with the Chamber of
Commerce and the property owners immediately adjacent to this parking lot to discuss the proposed
improvements. In general, they were supportive of the project but objected to the removal of the Palm
trees. Staff evaluated the existing three palm trees and determined that one large Palm could remain.
This change has been incorporated into the design.
The plans, which were prepared by Public Works staff, have been approved by the City Engineer and are
available for review in the City Clerk's office.
ANALYSIS: Adoption of project plans and specifications is necessary to bid the project and begin
construction.
FISCAL IMPACT: The engineer's estimate for construction of the project is $340,000. The exact
cost for construction cannot be determined until bids have been received. The following is a summary of
