Describe your involvement with the Disabled Community in San Rafael: 1) In 19981 finished a 3 or 4 year run on the board of directors of the Marin Center for Independent Living, located on 41h street. Part of that time I was president of the board 2) From early 2011 through late 2012 I was on the board of the Ritter Center, a number of whose clients can be seen as having disabilities 3) A year or two ago I assisted the City of San Rafael in placing a TV monitor to one side of the room so that those with hearing disabilities can read the lips of the speakers at the podium facing away from the audience A note: I am curious about the form of the question. Way way back I learned to say things like community of people with disabilities, so it's intriguing to see the usage above. Do you represent an organization, agency or group with services for people with disabilities? Yes—In Spirit. In Spirit is located in Woodacre, CA, and raises funds for people who are severely paralyzed—quadriplegics who are that way either because of injury or a disease like MS—who survive on SSI benefits and IHSS alone. In Spirit raises funds for these folks to pay in-home workers, because so many have hired the wrong kind of worker who will come into their home, help them out of their wheelchair and into bed, only to then walk through the house and rob them. The extra funds bring a higher standard of worker into the client's home. I have been the president of In Spirit's board for perhaps a decade. And for the last year and a half I have convened the Thursday Morning Group, which gathers periodically to discuss issues about homelessness in San Rafael. Many people on the street do have mental disabilities. Do you represent the Business Community? I consider the nonprofit sector part of the business community, and so yes, I represent the JoMiJo Foundation. For the last 14 years we have made grants and support philanthropic efforts in the area of people with disabilities in San Rafael and on an international basis. I am their co-founder and president. Your Reason for Wanting to Serve: I merely wish to serve the city in a field in which I have some experience. The rule of thumb around disability is that, as the disability is more hidden from view from other people, the accommodations needed tend to be more varied. For example, a wheelchair needs a certain width aisle for people to get through; a certain degree rise of a ramp or else someone might not have the strength to get up the ramp; a certain height desk; or grab bars in a rest room set at specified height with the stall being a large enough size. But hearing loss, being more hidden, can hK1 require different accommodations depending on the severity and nature of the loss. Some hearing impaired people need the slightest of assistive devices; others need to see the face of the speaker so they can lip-read; others need sign language. Thus, I hope to aid the city in being more aware of people with hearing loss. Second, as I mentioned, I have already been involved with the city in providing reasonable accommodations for people with hearing loss, recognizing clearly the undue burdens of financial cost. I helped the city place a TV monitor on one side of the city hall chambers so that people with hearing loss could see the face of the people speaking to the councilmembers while their backs were to the audience. Perhaps next is a monitor so that the city council persons can be seen closer, as well. Aside from a lifetime of dealing with a hearing loss, I also wish to bring 20 years of understanding and experience in the field of disability after the ADA was passed in 1990. At that time, rules were promulgated for the supporting regulations and I served as a consultant to the Hearing Society of the Bay Area in 1992 and wrote comments to the proposed regulations in the area of hearing loss. Some of the comments were incorporated as changes to the regulations. If selected, what reasonable accommodation would the facilitator need to know about so I could fully participate? Since it is a small committee, I'd imagine we'd be gathered round a table, and usually I can hold my own, but I may need to have certain statements repeated, and perhaps a few times, in order to understand what was said. I met Jonathan Frieman over 15 years ago when we were both members of the Board of Directors of Marin Center for Independent Living.
