Public Works Director SUBJECT: STATUS REPORT AND PRESENTATION REGARDING THE CIVIC CENTEU SMART STATION, RAIL CROSSING AND THE MARIN COUNTY CIVIC CENTER DRIVE IMPROVEMENTS. RECOMMENDATION: Staff recommends that the City Council accept the report and presentation. Sonoma Marin Area Rail Transit's (SMART) latest plan is to develop and operate a new commuter rail train to the new Civic Center Drive Station in 2016. The new rail station at Civic Center is to be located under Highway 101 just east of Civic Center Drive. SMART is currently working to develop the remainder of the rail line to downtown San Rafael and eventually to the Larkspur station. The County of Marin owns and maintains the Marin County Civic Center, the Marin County Jail, the Marin County Auditorium and the Marin County Exhibition Hall, which are all located off of Civic Center Drive and in close proximity of the proposed SMART station. Over the last several years, the County of Marin has been interested in developing an existing vacant lot which is traditionally used as a Christmas Tree lot during the holidays. A permanent Farmer's Market site is contemplated for this existing vacant lot and, as such, the County has started designing improvements to Civic Center Drive. The improvements contemplated by the County will connect the new SMART rail station with the County facilities. These improvements should also be connected to SMART's multi -use -path, and the City bicycle/pedestrian system as I identified in the City's bicycle and pedestrian master plan. Since all these improvements will occur in the City's right of way, and require City's approval, the Department of Public Works has acted as a catalyst with SMART, the County of Marin, and Marin Transit to analyze and develop a conceptual plan for the rail crossing. The conceptual plan includes traffic operations, bike and pedestrian connectivity, transit operations and considers the safety of the public while meeting federal and state requirements.
