RECOMMENDATION: Adopt resolution authorizing closure of Downtown City Streets for the Jingle Bell Walk/Run on Sunday, December 8th, 2013 from Sam to I 1:00am. BACKGROUND: San Rafael has a long history of providing events to support our Downtown. The City also supports other events that enhance the quality of life for our residents and visitors and foster community building. The City's General Plan includes a section on Quality of Life with policies to encourage events. The City also has an events coordinator on staff to assist with City and community events. San Rafael is the cultural hub of the County and is also becoming a prime venue for sports and fitness businesses and events. Downtown sports and fitness businesses like T&B Sports, Mikes Bikes, Summit Bikes, Sling It, and Triumph all have a strong local customer base. Recent sports and fitness events in San Rafael include the 415 Marin Runs, Marin Marathon, Marin Triathlon, the Petco Run, the. Twilight Bike Race and the Pacifics Baseball Team at Albert Field. The Arthritis Foundation held its first annual Jingle Bell Run/Walk in Marin County in 2012. The event was held at the Marin Fairgrounds with approximately 400 runners, spectators and vendors. The 2012 event raised $22,000 for the Arthritis Foundation. The Arthritis Foundation is the largest private, nonprofit contributor to arthritis research in the world, funding more than $450 million in research grants since 1948. Arthritis is the leading disability in the United States. The Northern California Arthritis Foundation office is headquartered in San Francisco and serves 16 counties, including Marin. The Foundation offers information, events, research funding, advocacy activities and other vital programs and services for the more than 1.1 million adults and children who live with arthritis in Northern California. DISCUSSION: The Foundation desires to hold the 2013 event in Downtown San Rafael to enhance the holiday spirit of the event and encourage higher attendance. The Foundation has been working with the Downtown Business Improvement District to develop an event that supports the Downtown merchants. The City does not encourage events that close Fourth Street during the holiday shopping season. The one exception is the Parade of Lights, Santa's visit and Snow sledding which occurs on the Friday night after Thanksgiving. Staff is recommending approval of the Jingle Bell Run/Walk because it is a Sunday event that will be over by 11.-00 am, prior to the opening of most of the retail shops. Through the BID, the Foundation will be promoting local eating establishments that will be open by 11:00 am. 25 Council Meeting: Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page. 2 Event Logistics The race will follow the established course for the annual 415 Marin Run. This supports the existing logistics planning for traffic and police. The Arthritis Foundation is working with the producer of the 415K and the Downtown Mile event for seamless strategic planning. Notifications will be sent to merchants and the BID by the Arthritis Foundation and the event producer. The race course will require the closing of the following locations: 1. Fourth Street, eastbound, from Lincoln Ave. to Ci os Street from Sam — 8am for production and event start (5K race) 2. Fourth Street from CiJ os Street to H Street, 7 am- I I am from for production and event 3. H Street north bound from Fourth Street to Fifth Avenue, 7 am- 11 am 4. Fifth Avenue from A Street to Lootens Place (controlled intermittent traffic) 7 am- I I am 5. Fourth Street from CiJ os St. to E St. 7 am- 11 am 6. Lootens Pl. from Third Street to Fifth Ave. 7 am- I I am 7. "B" Street from Parking Structure driveway to Fifth Street 7 am- I I am 8. "C" Street from Parking Structure driveway to Fifth Street 7 am- I I am 9. "D" Street from Third Street to Fifth Ave. 7 am- 11 am Staff is recommending posting additional temporary "No Parking" signage from 7a.m. to 11 a.m. on Sunday, December 8, 2013 on all the streets noted above as needed, and in the following additional locations: The south side of Forbes Avenue at Bay Court, and both sides of Mission Avenue from G Street to H Street. FISCAL IMPACT: With the loss of the Redevelopment Agency funding all or most event expenses are the responsibility of the event producers. The City will be providing some in-kind partnership services including No Parking signage, event coordination and planning with other City Departments in order to assist this important event which will showcase our Downtown. The San Rafael Police has reviewed the event plan and determined additional officers will not be required. Public Works will also be reviewing the event traffic plan. Any additional barricades or signage placement or other safety control measures undertaken by City event staff at the direction of the Department of Public Works will be charged to the event pursuant to the City's Master Fee schedule. 'bD" Street from Third Street to Fifth Ave. 7 am- 11 am WHEREAS, the event will require the posting of additional temporary "No Parking" on south side of Forbes Avenue at Bay Court, Mission Avenue from G St. to H St. and on all the streets noted above as needed, from 7a.m. to 11 a.m. on Sunday, December 8, 2013 WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic the above listed streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101 (e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above. 1, ESTHER C.
