;�XBJECT: Resolution of the San Rafael City Council Supporting Downtown
Businesses During the Holiday Season
RECOMMENDATION: Adopt Resolution supporting downtown businesses during the
holiday season.
BACKGROUND: Downtown is the historic 'heart and soul' of San Rafael - it provides a central
place for people to live, work, shop, recreate, and mingle with the rest of the community.
Downtown San Rafael features a vibrant mix of unique retail stores,, restaurants, entertainment,,
and service businesses, most of which are independently owned and operated. Lastly, support
for downtown businesses is vital for the growth of the overall San Rafael economy.
In addition to the many daily reasons to visit downtown, there are a variety of special events
throughout the year that draw people downtown. This holiday season the San Rafael Downtown
special events will include-.
• Winter Wonderland & Parade of Lights on Friday, November 29
• 'Small Business Saturday' on Saturday, November 30
• Heads Up for Schools fundraiser from Thursday, December 5 to Sunday, December 8
• Special Holiday Second Friday art walk on December 13
FISCAL IMPACT: None.

BUSINESSES DURING THE HOLIDAY SEASON
WHEREAS, Downtown is located in the center of San Rafael and it serves as the 'heart
and soul' of the community; and
WHEREAS, Downtown businesses provide employment and they are an integral part of
San Rafael's economy; and
WHEREAS, Downtown San Rafael features a wide variety of unique businesses which
provide one of a kind products and services; and
WHEREAS, Downtown San Rafael provides space for entrepreneurs to start and build
small businesses; and
WHEREAS, Downtown San Rafael provides places to live, work, shop, eat, and recreate
which allows San Rafael residents to ve Life, Locally' which helps build community,
strengthen neighborhoods, and nurture friendships; and
WHEREAS, Downtown San Rafael is a mixed use and pedestrian friendly environment
which benefits the environment through a reduction in greenhouse gas emissions from
automobiles; and
WHEREAS, Supporting downtown San Rafael businesses helps keep more money within
San Rafael because more of it is re -invested in the local community which benefits the San
Rafael economy; and
WHEREAS, Shopping in Downtown San Rafael during the holiday season helps the
entire San Rafael community through keeping sales tax dollars local; and
WHEREAS, Shopping online may be perceived as anti -social, sitting at a computer all
day is bad for your health, and ordering items from a company named after a jungle is not nearly
as fun as meeting your local merchants and strolling Fourth Street; and
WHEREAS, Downtown San Rafael offers great special events for all ages during the
holiday season including the Winter Wonderland & Parade of Lights on Friday, November 29.-

Thursday, December 5 to Sunday, December 8; and the Special Holiday Second Friday art walk
on December 13.
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby supports
Downtown San Rafael businesses during the holiday season.

BE IT FURTHER RESOLVED that the City Council encourages residents and visitors to
explore the unique retail, restaurants., and service businesses located in the Downtown.
BE IT FURTHER RESOLVED that the City Council encourages everyone to join us
i.owntown for the upcoming holiday special events.
