Staff recommends that the City Council accept completion of the project and authorize the City Clerk to file the Notice of Completion. 17161XII-0 I - !_111 Resurfacing of City streets is a vital and important program that improves a portion of the City's 175 miles of roadways. Previous experience has shown that resurfacing local streets presents many advantages to the community, residents and the City by significantly reducing maintenance costs, increasing property values and providing residents with a better look and feel of their community. The Street Resurfacing 2012-2013 project was identified in the City's Five Year Capital Improvement Program and included surface treatments to 23 locals roads including slurry seal, micro -surfacing, and asphalt pavement overlay. On June 17, 2013, the City Council adopted the plans and specifications and authorized the City Clerk to call for bids. The project was advertised in accordance with San Rafael's municipal code and policies on June 21, 2013, and sealed bids were publicly opened and read aloud on July 16, 2013 at 10:00 AM. On August 5, 2013, the City Council adopted Resolution No. 13583 authorizing the Public Works Director to enter into an agreement with the low bidder, Ghilotti Construction Company, and construction commenced on September 3, 2013. Construction was completed on November 15, 2013 within the originally authorized construction budget. The total project cost including advertisement, construction, construction inspection, and utility reimbursements is $1,112,245.23 as shown below. The project design was completed by Department of Public Works engineering staff at a cost of approximately $31,000. Additional construction inspection by Public Works staff was required to review and manage the construction work at an estimated cost of $33,000. The total estimated staff cost of $64,000 is not shown in the tables above. Staff recommends acceptance of the project and recordation of the Notice of Completion. Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page. 3 FISCAL IMPACT: The City's Street Resurfacing 2012-2013 project draws upon Construction Vehicle Impact Fees, Gas Tax, Measure A, and Proposition 42 funds. The project was completed within the City Council originally approved project budget of $1,200,000. The difference in funds between the actual project costs and the originally approved project budget will be a plied to the Street Resurfacing 2013-2014 project budget. �p ACTION REQUIRED: Accept completion of the Street Resurfacing 2012-2013 project, City Project No. 11185, and authorize the City Clerk to file a Notice of Completion.
