A Director of Public Works SUBJECT: ADOPT SPECIFICATIONS FOR POINT SAN PEDRO ROAD MEDIAN ROUTINE LANDSCAPE MAINTENANCE, AND AUTHORIZE THE CIT CLERK TO CALL FOR BIDS, I RECOMMENDATION: Adopt Specifications for the project. BACKGROUND: On June 22, 2011 the City Council adopted Resolution No. 13181 establishing the Point San Pedro Road Median Landscaping Assessment District to install irrigation, landscaping, and cobblestone hardscape in the 29 median islands located on Point San Pedro Road between Union Street and Biscayne Avenue. Construction of the landscaping improvements began in August 2012 and was completed in March 2013. The completion of the construction initiated a one year plant establishment period in which the contractor is required to replace damaged plants and watering systems associated with the project. The one year plant establishment period ends March 31, 2014. It is necessary to hire a contractor to maintain the landscaping within the 29 median islands. ANALYSIS: Adoption of the specifications is necessary to go out to bid and for continued maintenance of the landscape improvements. The new landscape maintenance contract duration will be for two years, and may be renewed by the City for three additional two year terms. FISCAL IMPACT: We anticipate that routine maintenance of the existinlandscaped medians will include plant/tree g replacement, repairs to the irrigation system, weeding, water expenses. The Engineer"s Report for Fiscal Year 13/14, prepared by Willdam Financial Service, provided a budget of $73,715for operations and maintenance for this assessment district. All costs associated with landscape maintenance,, including payment of water bills, will be covered by the assessment district. File No.. If this option is pursued, maintenance will be postponed.
