Adoption of Agency Report of Public Official Appointments (FPPC Form 806) b. Adoption of revised list of City Council Appointments 2014 RECOMMENDATION: Staff recommends that the City Council adopt the attached Form 806 and direct that it be posted on the City's website, and adopt the attached updated list of City Council Appointments for 2014. ANALYSIS: The establishment by the Transportation Authority of Marin (TAM) and the Marin County Council of Mayors and Councilmembers (MCCMC) of new committees requiring City Council representation has created a need for new Council appointments. The Mayor has made the necessary appointments to the new committees, as shown on the attached list of City Council Appointments, and staff recommends that the Council approve and adopt the revised list of appointments. Staff also recommends that the Council first adopt the attached FPPC Form 806 disclosing the compensation paid to City Councilmembers receiving compensation for committees where they are appointed by the City Council. There is one board appointment the Council makes, to the San Rafael Sanitation District Board, for which the appointee receives a qualifying stipend of $100 per meeting attended, for meetings scheduled 12 times per year. Pursuant to FPPC regulation, the adoption and posting of this form on the City's website enables the appointed Council member to participate in the decision to appoint himself/herself to a position on a public agency board/committee that will result in additional compensation to him/her, thus avoiding a technical conflict of interest. Staff has prepared the attached Form 806 showing the current appointments to the Sanitation District Board. This is a relatively new procedure which staff overlooked when the Council appointments were first made in December 2013, however, the City Attorney believes adoption of the form 806 and reconsideration anli revised formal adoption of the Council appointments at this time will cure any technical violation of the regulation.
