RECOMMENDATION: Approve the Resolution authorizing the temporary street closures BACKGROUND: The Italian Street Painting MaHn event in Downtown San Rafael has been an annual tradition for almost twenty years. In 2013, the event was redesigned after a two year hiatus by Joe and Sue Carlomagno, the original event producers. This unique and enormously popular Bay Area event is well known in the arts community and loved by all who attend. DISCUSSION: The ISPM Committee has redesigned the main Italian Street Painting festival into a bi-annual event due to the time frame needed to organize and secure sponsorships. Starting 2014, the ISPM Committee has created a boutique event called the Italian Street Painting Pop -Up Gallery which will be previewed this year. This smaller event will take up just one City block and acts as a showcase for the larger bi-annual event, ensuring that the event gets proper and consistent promotion with the public. The San Rafael Police Department, the Public Works Street Department and City event staff are creating a modified traffic plan to accommodate the road closures and pedestrian access. Notifications to local businesses will be arranged by the event committee. FISCAL IMPACT: The City will be providing some in-kind services including providing two electronic message boards, posting No Parking signage, and planning and event coordination. With the loss of Redevelopment Agency funding, all events have been required to pay for any overtime costs incurred by the Police, the Public Works Department, and the Fire Department. ISPM received an allocation from the Target Settlement Agreement, which provided funding to pay for any overtime costs incurred by the City of San Rafael. What will be different is that we will alternate years between our ISPM showcase event (2013) and our ISPM pop-up gallery event (2014). The showcase event will continue to be fee-based, and utilize both A Street and Fifth Avenue. The event will be similar to all past street painting events in downtown San Rafael, and have the same basic needs from the City. The gallery event (2014) is a FREE event, will utilize only A Street from 4th St. to 5th Ave., Julia Street, and A Street will not be seal -coated or slurry sealed. From war, peace, and prosperity, to fashion and Hollywood's Golden Age, the paintings will be a unique visual history of the decade. This captivating Pop -Up Gallery brings the audience and artists closer than ever, with a Twilight Meet & Greet Saturday evening, where visitors may sip a glass of wine while sharing a conversation with the Madonnari, and viewing the artwork. From our experience, the most popular time of the event was at twilight when the crowds were gone and the darkness set in, changing the look of the art. The Pop -Up Gallery, unlike the signature event, allows us to highlight this experience. During the day, visitors will enjoy watching the creation of this Pop -Up Gallery, reading the information about the inspiration behind each painting, take a respite at the outdoor caf6 in Courthouse Square, explore the restaurants and shops of downtown San Rafael, and return to the gallery to see the painting progression. Children ages 2-12 will delight in a special free street painting activity. Music from the era will be provided as a backdrop to the painting, not a major component. Beverages and light snacks will be served in the caf6, and products will be sold at the ISPM store on 1 Street. ISPM was verbally informed that we will receive an $8,000 grant from the San Rafae'� B.I.D. We are continuing to secure sponsors. Although the 2014 budget is much less than the showcase event, it is still considerable, nearly $60,000. Plus, because the event is free, there is a greatly reduced opportunity for us to raise funds. Therefore, any in-kind donations of products, services, and fees is greatly appreciated! EVENT LAYOUT See detailed map enclosed. I RESOLUTION AUTHORIZING STREET CLOSURES FOR THE ITALIAN STREET PAINTING MARIN POP-UP GALLERY ON JUNE 26-30,2014 ON "A" STREET BETWEEN FOURTH STREEI & FIFTH AVENUE I WHEREAS, the Italian Street Painting Marin event will occur in Downtown San Rafael on Thursday, June 26th through Monday, June 30, 2014, and City Plaza will be used for an information and event sponsor area including other event activities. Public access to businesses will be maintained during event hours; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area,, the street(s) shown below should be temporarily closed to through traffic for the date and times specified below.
