AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION. I Is Staff recommends that the City Council accept completion of the project and authorize the City Clerk to file the Notice of Completion. In June 2012, City Council authorized the Public Works Director to enter into an agreement with Trahan Mechanical, Inc. to construct the City Hall HVAC upgrades project. This project required the Police Department to vacate the I't floor of the City Hall while the work was being performed. The temporary relocation of the Police Department operations provided the City with a rare opportunity to perform additional construction maintenance work without impacting staff who would have normally occupied this space. On March 18, 2013 the City Council authorized the Public Works Director to initiate informal bids for the "2013 City Hall Interior Improvements Project". This project involved many different components and utilized more than 27 different contractors. Renovation of the San Rafael Police Department began in August 2013. The cost for most of the work performed by individual contractors was less than the $125,000. In general construction projects less that $125,000 can be bid informally by the Public Works Director per the City's municipal code. The bids for the renovation of the Ist Floor Bathroom Remodel exceed the $125,000 threshold,, requiring the City bid and award the construction contract. On December 21, 2013 the City Council adopted Resolution No.16352 authorizing the Public Works Director to enter into an agreement with the low bidder,, Loic Humbert, for the City Hall Interior Improvements Bathroom, Remodel Project. The I " floor Police Department had not seen any significant renovations since the construction of City Hall in 1960's. During the restroom reconstruction, the contractor encountered significant differences from the original 1960 plans. Additional concrete wall and stab thicknesses, which were not originally anticipated or shown on the ori inal plan, were encountered durinor this construction. The bathroom renovation construction was completed on January 20, 2014 at a total project cost of $200,634.00. This cost is just one component of the overall 2013 City Hall Interior Improvements Project. A _g i Non -Working D s Other Than Weather Staff recommends acceptance of the project and recordation of the Notice of Completion for the Bathroom Remodel Project to comply with formal bid process. The 2013 City Hall Interior Improvements Project is complete and the Police Department has reoccupied the Ist floor of City Hall. At this time, Public Works staff has not received all the billing from the more than 27 informal bid contractors. Once received, a final summary will be reported to the City Manager. Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work.
