A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
OPPOSING ASSEMBLY HOUSE RESOLUTION 29 REGARDING OUTSOURCING
PUBLIC SERVICES
WHEREAS, contracting with other local agencies to utilize public employees fo
.2. variety of services, and contracting for specific services or expertise is a long-standin
*ption that local governments have used effectively for many years; and
WHEREAS, many services are provided by city employees, while others such a
refuse collection, construction, and specialized services may be provided on a contra
basis; and I
WHEREAS, in San Rafael, we have a great many examples of shared services
with other entities that could not be accomplished on our own; and
WHEREAS, Assembly House Resolution 29 (HR 29) contains clauses statinj,
legislative opposition to "outsourcing public services and assets " and may restrict loca
control and ability to contract out for services; and
WHEREAS, retaining existing tools for service delivery to residents is pertinent t(
quality of life in San Rafael and the City cannot afford to lose this flexibility; and
WHEREAS, HR 29 is unfavorable for California's business climate in that it mal
decrease opportunities for innovation and cost-effective service delivery options; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council, on behalf of th(
residents of the City of San Rafael, hereby OPPOSES Assembly House Resolution 2.
(Gomez).
