In 1998 Caltrans constructed the North Francisco Pump Station resulting in significant reduction in watershed area of the Rossi Pump Station from 197 acres to 50 acres. The entire Rossi pump station structure and the three pumps have been functional over the last winter season; however the main concrete structure is significantly deteriorated to a point where the system could fail at any time. The failure of this pump station would result in significant flooding on East Francisco Blvd. During a study session held in June 2010, staff presented photos of the pump station to the City Council and recommended that reconstruction of the station be included in the 5 Year Capital Improvement Program (5 Year CIP). On December 20, 2010 the City Council authorized the Public Works Director to enter into an agreement with CSW/Stuber-Stroeh Engineering (CSW/ST2) to design this project. The completed project plans and specifications have been approved by the City Engineer and are available for review in the City Clerk's office. ANALYSIS: Reconstruction of this pump station during the rainy season was not possible due to the vital role this station plays in providing flood protection for the area. Reconstruction of the pump station during the summer months is recommended and adoption of project plans and specifications is necessary to bid the project and begin construction. FISCAL IMPACT: $850,000 for the construction of this project was approved in the City of San Rafael's 2013/2014 Five -Year Capital Improvement Program (CIP). The engineerl's estimate for construction of the project is $630,000. The exact cost for construction cannot be determined until bids -1 have been received. In addition, it is anticipated that the City will need to hire a part-time inspector and retain the designer for construction engineering support for this project., estimated to cost $75,000 and $28,537, respectively.
