HomeMy WebLinkAboutPW Lifeline Transportation; NOC Recorded4 Agenda Item No: Meeting Date: April 7, 2014 Department: Public Works Prepared by *ty Manager Approva Director of Public Works FaIrARME1911191h SUBJECT: ACCEPT COMPLETION OF THE LIFELINE TRANSPORTATION PROGRAM CANAL NEIGHBORHOOD PEDESTRIAN AND TRANSIT ACCESS AND SAFETY IMPROVEMENTS PROJECT PHASE 2, CITY PROJECT NO. 11174, AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION. Staff recommends that the City Council accept completion of the project and authorize the City Clerk to file the Notice of Completion. The Lifeline Transportation Program (LTP) is a state funded program that supports projects to improve mobility and accessibility for residents in low-income communities. As the Golden Gate Bridge, Highway and Transportation District (GGBHTD) is the only organization within the County of Marin that is eligible to receive LTP funds, on February 22, 2011 the City Council approved Resolution No. 13112 authorizing the Public Works Director to execute a Memorandum of Understanding (MOU) with GGBHTD, which allows the City to receive the grant funds from GGBHTD for the design and construction of the Phase 2 improvements. The project consisted of the installation of bus pads, sidewalk bulbouts, drainage improvements, safety lighting, and enhanced roadside signs and striping. Improvements will increase pedestrian accessibility and bility at key intersections and bus stops along Kerner Boulevard between Bellam Boulevard and Canal Street. On April 15, 2013, the City Council adopted the plans and specifications and authorized the City Clerk to call for bids. The project was advertised in accordance with San Rafael's municipal code and policies on April 22, 2013. Sealed bids were publicly opened and read aloud on May 21, 2013 at 2:30 PM. On June 3, 2013, the City Council adopted Resolution No. 13543 authorizing the Public Works Director to enter into an agreement with the low bidder, Ghilotti Construction Company, and construction commenced on July 29, 2013. Additionally, construction inspection by Public Works staff was required to I: eview and manage the construction work at an estimated cost of $50,000. The total estimated staff cost *f $83,000 is not shown in the tables above. All issues have been clarified and staff recommends acceptance of the project and recordation of the Notice of Completion. Pursuant to Civil Code Section 3093, the City is required to record a Notice of Completion upon acceptance of the improvements by the City. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the Contractor for the project work.
