A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL APPROVING THE SUBMITTAL OF A FUNCTIONAL CLASSIFICATION CHANGE FOR LOCAL STREETS AND ROADS TO STATE OF CALIFORN DEPARTMENT OF TRANSPORTATION I RECOMMENDATION: Adopt a resolution approving the submittal of a functional classification change of Del Presidio Boulevard between Manuel T. Freitas Parkway and Las Gallinas Avenue from a local street to a minor arterial. BACKGROUND: The Metropolitan Transportation Commission (MTC) issued a call for grant applications for the One Bay Area Grant (OBAG) on September 20, 2012. The City of San Rafael applied for and was granted funding for the "Del Presidio Boulevard and Pt. San Pedro Road Resurfacing Project."' Grant money may only be used to resurface roadways which are classified higher than local roads. Th California Department of Transportation (Caltrans) recently advised staff that Del Presidio Boulevar must be re -classed in order to qualify for the One Bay Area Grant federal funds. Pt. San Pedro Road i currently classed as a minor arterial and is already eligible for resurfacing utilizing the federal fund Del Presidio Boulevard is classified as a local street in the Federal Functional Classification Map, b could be re-classified as a minor arterial. A change request submitted to Caltrans will fulfill thi requirement. As Del Presidio Boulevardcommercial roadway which carries on averag!. e 14,72 vehicles per day, it currently functions as a minor arterial. The change request requires a resolutio requestinIds Caltrans to change the Federal Functional Classification Map, which is administered b Caltrans on behalf of the Federal Highway Administration ANALYSIS: In order for Del Presidio Boulevard to be eligible for resurfacing using OBAG federal funds, adoption of a resolution to change the functional classification from a local street to a minor arterial is necessary. L L_ an updated draft Classification Map and a letter of concurrence from the Metropolitan Transportation Commission (MTC). 0 FISCAL IMPACT. There is no cost associated with submitting a Functional Classification Change Request. 1. Adopt the resolution approving the submittal of a functional classification change of Del Preo Boulevard between Manuel T. Freitas Parkway and Las Gallinas Avenue from a local street toz minor arterial; or t. Reject the resolution and direct staff to stop the work on the "Del Presidio Boulevard and Pt. San Pedro Road Resurfacing Project." This option will result in the loss of $457,000 in grant funds.
