HomeMy WebLinkAboutPW St. Resurfacing Curb Ramps 2013-14; Plans and SpecsDepartment: Public Works Agenda Item No: 4 Date: May 5, 2014 Meeting ..V Prepared by: City Manager Approva./) Director of Public Works SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR THE STREET RESURFACING CURB RAMPS 2013-2014 PROJECT, CITY PROJECT 11219, AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS RECOMMENDATION: Adopt Plans and Specifications for the project and authorize the City Clerk to call for bid-] BACKGROUND: In July 2013, the Federal Highway Administration (FHWA) and Department of Justice (130J) issued Title 11 of the Americans with Disabilities Act (ADA) which requires that state and local governments ensure that persons with disabilities have access to the pedestrian routes in the public right-of-way. Under ADA law,, when a street, roadway or highway is altered, curb ramps must be provided where pedestrian walkways intersect the altered street. A roadway alteration includes, but is not limited to, the addition of a new layer of asphalt or micro -surfacing. In preparation for the upcoming Street Resurfacing 2013-2014 project, which includes both micro - surfacing and asphalt overlay on various streets throughout the City, the Public Works Department has identified locations where new curb ramps are required. Since we began keeping track in 2005, the City has installed over 800 curb ramps citywide. Previously, many of these curb ramps were easy, quick and relatively inexpensive to install. However, as the majority of the easy locations have now been constructed, the curb ramp locations which remain are much more complex to design and construct and involve relocation or removal of drainage facilities, utilities, trees, etc. This additional complexity causes the price per curb ramp, and the staff time expended to design them,, to increase significantly. The proposed project includes construction of new ADA compliant curb ramps and the associated sto drain improvements at 24 locations. Two additional curb ramps and the associated improvements hav been included as an alternate bid item. These two ramps include complex issues including constructio within a concrete road. connection to an old French drain system which was originally installed in th I I FfleNo.: Coundil Meefing-. Dilsposiltion: 1960's, upgrades to the overall intersection drainage facilities and re -grading a large portion of the adjacent roadway. The plans and specifications, which were prepared by Public Works staff, have been approved by the City Engineer and are available for review in the City Clerk's office. ANALYSIS: Adoption of the construction documents is necessary for the plans and specifications to be advertised and for construction to occur. The City anticipates construction to commence in July of 2014. FISCAL IMPACT. The engineer's estimate base bid for construction of the project is $389,000.00 and the alternate bid ite is $76,000.00. The exact cost for construction will be determined after bids have been received. There sufficient funding in the Gas Tax Fund to cover the cost of this project. 1. Adopt the plans and specifications and authorize the City Clerk to call for bids. 2. Reject the plans and specifications and direct staff to stop the work on the project, which will result in delaying the Street Resurfacing 2013-2014 project.
