HomeMy WebLinkAboutCS SF Bay Area Water TrailDepartment: Community Services Agenda Item No: Meeting Date: June 16, 2014 Prepared by: Carlene McCart, Director City Manager Approvai)) SUBJECT: Resolution In Support of the San Francisco Bay Area Water Trail BACKGROUND: The California State Legislature enacted the Water Trail Act (AB 1296 in 2005 establishing the San Francisco Bay Area Water Trail, a network of launching and landing sites that allows non -motorized small boat users to better enjoy the historic, scenic, cultural, and environmental richness of San Francisco Bay. The San Francisco Bay Area Water Trail (Water Trail) is a voluntary, planned network of access sites, or "trailheads," designed to make easier use of non -motorized small boats (NMSBs) or boards (such as kayaks, sailboards, dragon boats, and stand up paddleboards) to safely enjoy San Francisco Bay through single and multiple -day trips. This regional, nine -county program is being implemented under the leadership of the Coastal Conservancy (Conservancy) in close collaboration with the Association of Bay Area Governments (ABAG), r Francisco Bay Conservation and Development Commission (BCDC), and the Division of Boating and Waterways (Cal Boating), (together comprising the Project Management Team), plus an advisory committee representing a broad range of interests and expertise. The Water Trail program was created by legislationHancock, AB 1296), and based upon the vision of the non-profit Bay Access, Inc. and a plan developed by BCDC. At their meeting of April 17, the Park and Recreation Commission voted unanimously: " To recommend to the City Council endorsement of the creation of the San Francisco Bay Area Water Trail and the designated launching and landing sites, idened in the Trail Plan, striving for the highest level of ADA compliant designs, where possible, in the future". ANALYSIS: The process of site designation has begun, with more than 100 potential trailheads considered for inclusion into the network. Seven are identified within the San Rafael sphere of influence, two within China Camp State Park (existing), McNear's Beach (existing), two within Loch 110]:V: 1 1111 Ipliiii Council Meeting: 4.1/ Disposition: SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page-, 2 Lomond (planned with development), one at San Rafael Yacht Club (planned under SR Yacht Club Lease), one at Starkweather Shoreline Park (existing beach). These designated sites are approved by the City and require no further City investment or maintenance. Designed to benefit trail users, site owners, and the Bay environment alike, the Water Trail program has a website and brochure with information about facilities at designated trailheads, safe and environmentally sound boating practices, and Bay wildlife and habitat. The Water Trail signage program includes an idencation sign and education sign for designated sites. There is a limited amount of grant funding available for improvements to designated water trailheads. Long term the Program wil • Create a coordinated set of NMSB access locations allowing for single point, multiple point, and multi -day excursions. • Improve existing boat launch facilities and develop more overnight facilities, including camping, along the shoreline for NMSB users (none such sites in San Rafael). • Promote placement of enhanced faces and any new access locations in areas where they would provide the greatest recreational benefit and avoid or minimize signcant adverse impacts to wildlife and habitat and/or agricultural operations. • Plan for increased NMSB use associated with regional population growth and changes in population demographics. • Promote safe boating practices for non -motorized small boat users. • Reduce impacts to sensitive wildlife and habitat and other. resources through education of boaters. • Distribute and make available high quality information regarding. NMSB access facilities through the development of educational materials Although the program accepts several levels of ADA compliance to accommodate various topography scenarios, i recommendation includes language to encourage the most inclusive level of access possible at the San Rafael sites. With endorsement, the City commits to installing provided signage at City owned sites, namely Starkweather Shoreline Park and the San Rafael Yacht Club, identifying the launch and landing sites. Petaluma, Marin County, Napa, and a host of other North Bay cities have passed resolutions of endorsement for the Bay Water Trail. FISCAL IMPACT: There is no cost associated with endorsement with the exception of installation of site signage, at two sites. Action Items A. Review of Terra Linda Community Pool, Pool House Conceptual Plan Chairman MIhan described the proposal. The San Francisco Bay Area Water Trail is a developing network of access sites that allow people in non -motorized small boats to safely enjoy San Francisco Bay through single and multiple -day trips. Most of the 112 sites identified I the Water Trail Plan currently exist and site designation is voluntary by the local Jurisdiction or property owner. The Plan promotes water safety, appropriate launch and landing sites, and environmental protection. The Coastal Conservancy, Association of Bay Area Governments, San Francisco Bay conservation and Development Commission, and State Parks Department are collaborating on the Water Trail Plan. There are several sites designated within Marin County shorelines and five specific to San Rafael: Loch Lomond (2) San Rafael Yacht ClubStarkweather Shoreline Park (1) and San QuentinNo new sites are required, and no investment is attached to a designation. Many jurisdictions around the Bay. Including County of Marin have endorsed the Plan. San Rafael has yet to do so. A recommendation from the Commission to the City Council for endorsement of the Water Trail Plan will benefit the City with location information, environmental education and recreation opportunities. There are potential economic benefits to communities on the Trail map, In the future, limited funding for associated launch sites may be available. After discussion it was M/s Basset/ Gamblin To recommend to the City Council a Resolution endorsing the San Francisco Bay Area Water Trail. Commisioner Obletz inquired about the various levels, 1,2,3,4, of acceptable access within the Program. Mihan reported the levels were included on the website information to alert users to those launch sites that meet their personal access requirements. All are ADA compliant to certain degrees, but some are more conducive to specific mobility conditions. Commissioner Holm suggested the recommendation carry the highest level of accessibility for the site located in San Rafael where possible. The motion was amended by Commissioner Holm, to read "Recommend the City Council endorse the San Francisco Bay Area Water Trail, and in San Rafael, strive to provide the highest level of accessibility, where possible on each launch site. Commission Items McCart reported continued negotiations with Terrapin Crossroads over the use of Beach Park. The Terra Linda Community Pool is open. Season pass sales are up for that location and for the Hamilton Pool which will open in May. Becky Ordin joined the staff at the Terra Linda Community Center as Administrative Assistant 11. Softball leagues began last week. Paccs pre -season begins at the end of May. Notification of Gala and Opening it events will be out soon. 1400 ticket holders enjoyed the production of "Shrek, the Musical". 200 attended the last Monday Night Bingo event. 300 participated in the Egg Hunt at the Boro Center. The Children's Center at Sun Valley School will close in June as the enrollment increase requires the use of the Center classroom space. All families will be accommodated at Parkside Children's Center. Flooring at SRCC will be replaced net month as will the carpeting at ABCC. B. Falkirk Report There was no report C. Parks Report Superintendent Davenport reported that Marin Municipal Water District will not impose mandatory water rationing this year, but has requested a voluntary 20% reduction. This news means all parks and landscaped areas will survive the summer season. Forester and Kroeger Landscape Maintenance has contracted for vegetation management within parks and Open Space for fire prevention and bio diversity sustainability. Recently they removed 6 tons of debris generated by an illegal encampment on Puerto Suello Hill. The City is partnering with the Gerstle Park HOA to repair sidewalks and replace trees for residents willing to financially participate in the work adjacent to homes. Recycle bins provided through grant funding are installed on 4 th Street.
