Adopt Resolution Directing Filing of Engineer's Annual Report 2014/2015 2. Adopt Resolution Approving Engineer's Annual Report 2014/2015 3. Adopt Resolution of Intention to Order Improvements and Setting Public Hearing on Annual Assessment for City Council Meeting on July 21, 2014. BACKGROUND: The Baypoint Lagoons Lighting and Landscape District was formed to protect and enhance wildlife habitat and water quality in the Baypoint (Spinnaker) Lagoon and the adjacent diked salt marsh. Members of the District (neighboring homeowners) contribute funds annually. In order to comply with provisions of the Landscaping and Lighting Act of 1972, the City Council must take certain actions on an annual basis. Assessments collected by the District must be allocated annually after an appropriate public hearing, to be held this year on July 21, 2014. In past years, a contractor removed cattails and other non-native species from the lagoon. Public Works Streets Division personnel also adjusted the lagoon water level seasonally to enhance native plant and animal species habitat. The removal of non-native species was suspended in 2007 at the request of Assessment District members to generate sufficient funds to install motor controls at the Cayes Storm Water Pump Station. Once installed, the controls will automatically monitor and adjust water quality and water levels. Staff agrees with the request, which is described in the accompanying annual Engineer's Report from CSW/Stuber-Stroeh Engineering Group, Inc. FOR CITY CLERK ONLY File No.: Council Meeting: Ji Disposition: t .1 1 1 ,3 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 ANALYSIS: Since FY 1999-2000, the Assessment District has generated revenues of $397,516.25 against expenses of $197,282.38. Prior year revenues/expenses bring the current Assessment District balance to $214,106.83. The Cayes Storin Water Pump Station motor controls mentioned above will cost approximately $150,000 to $175,000. We will need to hire a design consultant for approximately $50,000. Therefore, the total project cost will range from $200,000 to $225,000, depending on the bidding climate. FISCAL IMPACT: All revenues and expenses are generated by the Assessment District. It is important to note that the Public Works Department does incur staff costs for Stormwater Maintenance Division personnel to monitor and adjust the lagoon water level. The department will also incur future staff costs to manage the capital project for the installation of pump station water monitoring controls.
