SUBJECT: Resolution approving a contract with First Five Marin (Marin children's and Families
Commission) to provide preschool services at Pickleweed Children's Center in the amount of $86,321
RECOMMENDATION: Staff recommends that the City Council adopt the resolution approving the
contract to provide preschool services and authorizing the City Manager to sign designated contract
documents with First Five Marin in the amount of $86,321
BACKGROUND: In 1988 California passed Proposition 10, the California Children and Families First Act,
a tobacco surtax earmarked to fund programs that promote healthy early childhood development for
children 0 to five years of age. First 5 Marin disperses Marin County's portion of Prop 10 funding. The
City of San Rafael, Child Care Division has been a participant in the First Five Canal School Readiness
project since 2002. The Canal neighborhood was identified as the area most in need of early childhood
services in Marin County. The contract will provide funding to serve twenty preschoolers at Pickleweed
Preschool for school year 14-15.
ANALYSIS: Many children have no preschool experience when they enter kindergarten at Bahia Vista
and San Pedro Elementary School. This grant will help reduce the disparity of children entering school
without preschool experience. Our program targets pre -literacy and literacy skill, social and emotional
development, and extended opportunities for cognitive and creative exploration. This project links
parents with services so they can access social and health services and the public school system.
FISCAL IMPACT: The preschool classroom will be self-funded through the First Five grant. .
OPTIONS: 1. Approve the contract.
2. Reject the contract.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING A CONTRACT FOR FISCAL YEAR 2014-2015 WITH
FIRST 5 MARIN (MARIN CHILDREN'S AND FAMILIES COMMISSION)
FOR PRESCHOOL SERVICES AT PICKLEWEED PRESCHOOL AND
AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT
DOCUMENTS IN THE AMOUNT OF $86,321
WHEREAS, the City of San Rafael has been awarded a one year contract with The First 5
Marin (Marin children's and Families Commission) in the amount of $86,321.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael
hereby approves the contract in the amount of $86,321 with First 5 of Marin (Marin Children's
and family Commission) for Preschool Services, a copy of which is hereby attached and by this
reference made a part thereof, and authorizes the City Manager to sign designated contract
documents with First 5 of Marin (Marin Children's and Families Commission).

Resolution was duly and regularly introduced and adopted at a regular meeting of the City

Commission and City of San Rafael This Contract Amendment amends only the revised Exhibits
A, (Attachments Al and A2) and Exhibit B, Attachment B. All and any other agreements executed
under the original contract signed 6/22/11 are binding.
The timelines of this contract amendment are from July 1, 2014 to June 30, 2015

standards.
