HomeMy WebLinkAboutED Street Closure; Celebration of Arts 2014CITY Agenda Item No: 3.f Meeting Date: July 21, 2014 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Economic Development Prepared by: Tom Adams, ED Specialist City Manager Approval: *, ED Manager Approval:., SUBJECT: Resolution of the San Rafael City Council Authorizing Temporary Closure of Downtown City Streets to Accommodate Business Improvement District's Celebration of Arts Event on Friday, August 8, 2014 from 3 PM to 9 PM RECOMMENDATION: Adopt Resolution Authorizing Temporary Closure of Downtown City Streets. BACKGROUND: Downtown is both the historic and cultural heart of San Rafael. To celebrate the importance of the arts as a vital aspect of the San Rafael community, the Downtown Business Improvement District (BID) recently held an art contest with `Creative San Rafael' as the theme. A jury selected 29 art works to be reproduced on banners that will be displayed on the light poles along Fourth Street. The intent of this project is to provide an outdoor public art gallery as well as an attractive streetscape amenity for the downtown. The Celebration of Arts event will unveil the new public art banner program and recognize the artists selected for the program. The `Celebration of Arts' event will take place on Friday, August 8, 2014 from 5 PM to 8 PM. Fourth Street between C and D streets will be closed from 3 PM to 9 PM to allow time for event set up and cleanup. This event will complement the monthly `Second Friday Art Walk' which is hosted by Art Works Downtown (located within the same block). This event will also serve to highlight the unique programs and contributions of the various downtown arts organizations. Art Works Downtown, Youth in Arts, the Mountain. Play, and Alter Theater are some of the arts organizations located downtown whose artwork and performances will be featured during this event. In addition to the performances and awards ceremony on the main stage, the BID will provide a deejay and sell beer and wine during the event. There will be several food vendors from the Renaissance Center that will sell food during the event. FISCAL IMPACT: There is a minimal fiscal impact with a small reduction in parking revenues and a small number of staff hours to oversee event logistics. WHEREAS, The Business Improvement District's Celebration of Arts event will take place in downtown San Rafael on Friday, August 8; and WHEREAS, After reviewing plans for the event and traffic patterns, City staff recommends that in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the streets shown below should be closed to through traffic for the following date and times: Street to be closed on August 8, 2014 from 3 PM to 9 PM: 1. Fourth Street from C to D Street NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Rafael does hereby find: 1. That all of the above findings are true and correct; 2. The event wHl be open and free to the community. This will be street closure event - 4th street will be closed between C and D streets. The block will have two focal areas - on one corner a DJ WH keep ihe crowd moving and dancing and we will have a stage on the other corncn, that will host ,i variety of activities listed below. 'Two pop up re,,-,,taurants from the Ren Center will serve small bites of food to attendees. The BID wHI have a booth with information and wine and beer for sale to those attending.
