SUBJECT. resolution authorizing a temporary street closure for the Goodwill —
Ritter Center Donation Drive Plartners,hiipi; Give N" Clothe, on Ritter Street fromi
Lincoln Avenue to Third Street on Saturday, September 20, 2014 from 8 a.m. to 6
p.m.
RECOMMENDATION: Approve Resolution authorizing closure of the Ritter Street on Saturday,
September 20, 2014 from 8 a.m. to 6 p.m.for the Give N' Clothe Household Goods Drive,
BACKGROUND: This is the seventh year of this joint event with two neighboring non -profits partners in
San Rafael. Goodwill Industries and the Ritter Center which have joined forces to create a major donor
drive event. The event, "Give N' Clothe Household Goods Drive" is now a county wide event because of
the success in San Rafael. The event is also occurring in Terra Linda, Novato and Mill Valley Goodwill
locations simultaneously an the same day. The 2013 San Rafael event raised several thousand dollars in
vouchers for the Ritter House clients while supplying Goodwill with much needed donations to support its
operation.
In: seven years the total amount raised from the San Rafael event is close to $50,1000, This year will
combine a major outreach by Goodwill to giet clothiling and donated items in mutual support of the Ritter
Center and the local San Rafael Goodwill in a consolidated, one day effort.
By closing Ritter Street, Goodwill and Ritter Center members can process an increased volume of donors
along Ritter Street in a safe and efficient operation. Signage will direct donors to Ritter Street at Third
and Lincoln, and then traffic will be directed to exit back on to Third Street west of the entrance after the
donations have been processed by volunteers on Ritter Street. There were no noticeable negative traffic
impacts reported during any of the previous year's events.
All directional signage and staff will be supplied by the two participating groups as directed by City staff.

ANALYSIS: The street proposed to be closed is Ritter Street from Lincoln Avenue to Third Street from
Sam — 6pm,.
FISCAL IMPACT: Estimated revenue loss from the parking meters on Rutter Street for day is
approximately $60.00.

WHEREAS, the Goodwill— Ritter Center Donation Drive Partnership: "Give 'n Clothe
Household Goods Drive" requires the temporary closure of Ritter Street from Lincoln Avenue at
Second Street to Third Street on September 20, 2014 from gam -6pm; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
area, the above street should be temporarily closed to through traffic for the date and times
described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e) for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed street for the date and times
described above.
