RECOMMENDATION: Approve Resolution. BACKGROUND: The West End Neighborhood Association ("WENA") has requested a temporary street closure to accommodate their annual picnic. WENA has been holding this annual picnic in the street since 2010. The neighborhood does not have a park. This picnic originally started in a private home and then moved to the parking lot of the First United Methodist Church for six years. By 2010, the attendance had increased to the point that the church parking lot was no longer adequate and WENA requested permission to use Neame Avenue. In order to continue this annual neighborhood celebration, staff is requesting a street closure to safely accommodate this yearly gathering. City staff will work with the neighborhood to help coordinate the street closure. Attachment A provides additional information on the event, ANALYSIS: The streets proposed to be closed are: Neame Avenue from Santa Margarita Dr. to West Crescent Dr. FISCAL IMPACT: None OPTIONS: • Approve Resolution as presented • Direct staff to make changes to Resolution • Do not approve Resolution ACTION REQUIRED: Approve Resolution ATTACHMENT A: Request from WENA FOR CITY CLERK ONLY File No.• 11-1,7 Council Meeting: S t2014 Disposition: IP j&iro.J 12 CRESCENT DR. 8 A.M. — 6 P.M. WHEREAS, the West End Neighborhood Annual Picnic will occur on Sunday, September 21, 2014; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the: interest of the safety and welfare of pedestrian and auto traffic in theWest End Neighborhood, the above street should be temporarily closed to through traffic for the date and times specified, below. Streets to be closed Sunday, September 21, 2014 from 8:00 a.m, to 6:00 p.m. 1. Neame Avenue from Santa Margarita to West Crescent Drive. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the, above listed streets for the date, and times described above. 1, EST]-IER C. BEIRNE, City Clerk Attachment A I 11 llr--4 N September 4, 2014 SUBJECT: REQUEST FOR STREET CLOSURE EVENT DATE: SUNDAY, SEPTEMBER 21, 2014 TIME: 9:00 AM — 5:00 PM STREET: NEA ME STREET (Between Santa Margarita Dr. & W. Crescent Dr. — map attached) ACTIVITIES: I BQs, Dining, Jumpie House, Crafts for kids, Balloon Artists, Ruffle The West End Neighborhood Association would like to hold our Annual Picnic / Block Party on Neame Street again this year. This event is open to all residents of the West End (homeowners and renters). The "Block Party / Picnic" was held the last four years on this street. They were roaring successes. There were in excess of 100 attendees at all events - approaching 200 attendees last year. Newne Street is located on the north side of Fourth Street. The street is short with only seven houses and two adjacent houses. All nine homeowners have been talked to and we received verbal approval from all of them to close the street for a picnic again this year. They also said they would not park their cars on the street that day. There have been no problems at the past picnics. There is no cost to attendees and the neighborhood association provides most of the food and beverages. The residents bring side dishes to share. Beer and wine will be available. It will be kept and served on adjacent private property'. There will be entertainment for children who, will be supervised. An AC powered, low volume sound system will be used for about 90 minutes for street musicians and for 15 minutes, for the raffle that is held. A drawing is attached showing the layout. The street layout is from a prior year.... but the layout will be the same this year. If approved, I request street barriers for each end of the street from City staff.
