SUBJECT: Recommendation to Call for Applications to Fill a Vacancy on the City Council
RECOMMENDATION: Approve staff recommendation to call for applications.
DISCUSSION: Vice Mayor Damon Connolly will be sworn as a new County Supervisor in January and his last San
Rafael City Council meeting will be December 1, 2014. His resignation letter to the City has been submitted.
This resignation will create a vacancy on the Council. Article VI, Section 6 of the Charter of the City of San Rafael
states that if the City Council fails for a period of sixty days to fill a vacancy it shall immediately call for an election to
do so. If the Council elects to make an appointment, the appointment term would be for the remainder of the
unexpired term in December 2015.
Staff recommends that the City Council call for applications and commence with interviews. Further, the following
schedule is recommended:
• October 21 - call for applications.
• November 18 - 5 p.m. deadline for receipt of applications.
• December 15 - City Council to set a Special City Council meeting to interview and appoint new member.
• December 15 - first meeting of the newly appointed Councilmember.
Any applicant must be a registered voter of the City of San Rafael. It is expected that the newly appointed
Councilmember will attend the League of California Cities conference January 14-16, 2015 conducted specifically
for new Councilmembers.
FISCAL IMPACT: None.
OPTIONS:
1. Call for applications as recommended by staff.
2. Hold a special election and do not call for applications. This option is not recommended due to the
significant cost to the City for a special election. The total cost is estimated to be a minimum of $150,000.
RECOMMENDED ACTION: Approve staff recommendation to call for applications.
