SUBJECT: Resolution authorizing the participation in a Cooperative Purchasing Program, and
approving the purchase of up to 43 Sets of Structural Firefighting Turnouts from L.N. Curtis & Sons in an
amount not to exceed $98,700; with funds appropriated from the Fire Equipment Replacement Fund.
RECOMMENDATION: Adopt Resolution.
BACKGROUND: Turnout Gear is essential personal protective equipment for firefighters. A firefighter's
turnout gear must be tough and durable while maintaining comfort and breathability to minimize fatigue
and heat. Firefighters may be asked to respond to a number of different incidents in any given day; their
turnout gear provides physical and thermal protection when at structure fires and other emergencies.
A set of turnouts consists of a coat and pair of pants. Turnouts are worn by on -duty fire personnel almost
every day when responding to emergency incidents. All firefighters are assigned 2 sets of turnouts; one
primary set (newest) and one backup set (older). The primary set is worn for day to day firefighting and
rescue operations. The backup set is used if the primary set is damaged or contaminated. The backup
set is also used when the primary turnouts are sent out for a twice -annual cleaning. The cleaning and
repair work is done by an outside vendor so the primary set is unavailable for several weeks during any
given year.
The standards for Fire Fighter Protective Clothing are set by the National Fire Protection Association
(NFPA). NFPA 1851, 2014 Edition states, "This revision continues to require the 10 year mandatory
retirement rule for structural gear..." Currently, many of our backup turnout sets have surpassed the 10
year threshold and as such, are out of compliance with NFPA 1851.Thus, it is imperative that we
purchase new turnouts to maintain compliance with NFPA standards.
Currently, 43 of our 69 firefighter positions are in need of new turnouts. Their current primary turnouts are
more than 5 but less than 10 years old so they can be moved to the backup position. This will satisfy the
NFPA standards by ensuring that both sets of turnout gear are less than 10 years old. The Fire
Department budgets for turnout replacement according to an established replacement schedule,
providing enough funding to purchase replacement turnouts every five years.

ANALYSIS: The Turnout Committee has researched and physically examined turnout gear from several
turnout manufacturers. Their recommendation is to purchase the Globe Gxtreme model as it best fits our
needs. This model is the newer version of our current turnouts which have proven to be durable, safe and
well made. The purchase of these turnouts will allow SRFD to be in compliance with the 2014 NFPA
standards as well as provide our firefighters with the outer protective gear necessary to do their job
safely. Without new turnouts, 43 of our employees will not have NEPA compliant back-up turnouts, which
increases risk to our firefighters and liability to the City whenever they have a need to use these turnouts.
FISCAL IMPACT: The proposed cost of the turnouts is $92,216.84.The total available for the purchase of
turnouts $98,700 in the Fire Equipment Replacement Fund (602). In FY 2013/14, a spending authority for
turnout replacement of $86,100 was approved but not used and inadvertently not encumbered. In FY
2014/15, we have a budgeted spending authority of $12,600. In order to purchase the turnouts in FY
2014/15, we are requesting an increase in our spending authority in FY 2014/15 by the $86,100 that was
unspent last fiscal year.
L.N. Curtis and Sons is a vendor in the Fire Rescue Group Purchasing Organization, which allows us to
"piggyback" onto an existing competitively awarded bid. The original contract is with the South Davis
Metro Fire Agency, a Utah public agency. As a member of the Fire Rescue GPO, San Rafael is able to
take advantage of this competitively awarded contract. L.N. Curtis and Sons is an authorized distributor
of Globe turnout gear and has been a longtime supplier to the San Rafael Fire Department. Staff
requests Council's authorization to participate in a cooperative purchasing program for this purchase, as
described in chapter 2.55.260 of the San Rafael Municipal Code:
"Purchases of supplies, material, equipment or services and sales of
surplus property made under a cooperative purchasing program,
utilizing purchasing agreements maintained by the state, county or
other public agencies are exempt from the requirements of this
chapter. To the extent possible, cooperative purchases joined will be
competitively awarded, and documentation as to the advantage of the
cooperative purchase will be retained."
There are sufficient funds in the Fire Equipment Replacement Fund for this purchase.

3. The City Council may direct staff to seek other vendors.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE PURCHASE OF TURNOUT GEAR AS PART OF A
COOPERATIVE PURCHASING PROGRAM
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
WHEREAS, turnout gear is essential personal protective equipment for firefighters; and
WHEREAS, the National Fire Protection Association (NFPA) 1851, 2014 Edition requires a 10
year mandatory retirement rule for structural gear; and
WHEREAS, 43 San Rafael firefighters are in need of replacement turnout gear to comply with
NFPA 1841; and
WHEREAS, the Staff is recommending the purchase of turnout gear from the vendor L.N.
Curtis and Sons by "piggybacking" onto a bid by South Davis Metro Fire Agency. This
cooperative purchasing agreement is available to the City of San Rafael (City) and such
purchases comply with Section 2.55.260 of the San Rafael Municipal Code.
NOW, THEREFORE BE IT RESOLVED, the City Council of the City of San Rafael does
hereby authorize the participation in a Cooperative Purchasing Program, and approves the
purchase of up to 43 Sets of Structural Firefighting Turnouts from L.N. Curtis & Sons in an
amount not to exceed $98,700. Funds for this purchase will be expended from the Fire
Equipment Replacement Fund, with $12,600 currently appropriated and $86,100 from additional
resources accumulated for equipment replacement that was unspent last fiscal year.
