SUBJECT: Report and Recommendation regarding the ofeGrant to Fund
Visioning a New Library for San Rafael
RECOMMENDATION: Staff recommends that the City Council approve the Library's acceptance of the
following grant: the Library Services and Technology Act Grant for $15,800.
BACKGROUND: Library staff apply for grants from outside federal, state, and local agencies as they
become available. Recently the Library was awarded ogrant administered through the California State
Library: a Library Services and Technology Act Grant - $15,800 to envision a new library for San Rafael.
ANALYSIS: The grant will help to meet the community's need for a new library facility by inviting library
staff, stakeholders, and community members to a two day organizational visioning training in order to kick
start community advocacy for a new Downtown San Rafael Library facility. This visioning project will bo
an essential step in engaging library stakeholders in order to create a coordinated and impactful vision for
a new library facility. Getting obeff, support groups, and community stakeholders involved in the process to
create a collaborative vision statement will empower all parties to effectively communicate the need for a
new library facility to members of the public and City governance groups.
In order to create this inclusive vision together, we will enlist the services of ZingTrain, an innovative
training group with years of experience in guiding organizations through the process of writing engaging
and inclusive visioning statements. ZingTruinwill conduct otwo-day workshop for the library staff and
stakeholders we identify and invite to participate. We anticipate holding the training in February orMarch
2015. and in itvvewill produce ovisioning document for the New Downtown Son Rafael Library.
The project fits into the current strategic priorities ofensuring awelcoming, safe, and
comfortable environment for our community and for ensuring sustainable services toour entire
community. The execution ofthis grant falls into existing staff's duties.
FISCAL IMPACT: The grant does not have any negative fiscal impact onthe library.
OPTIONS: Staff recommends Option 1.
1. Option 1:Council approve the Library's acceptance ofthe grant.
2. Option 2:Council does not approve the Library's acceptance ofthe grant.
ACTION REQUIRED: Staff recommends that the City Council approve the Library's acceptance of the
Library Services and Technology Act Grant for $15.8OO.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE LIBRARY DIRECTOR TO ACCEPT A LIBRARY
SERVICES AND TECHNOLOGY ACT GRANT IN THE AMOUNT OF
$15,800
WHEREAS, The San Rafael Public Library's downtown facility was built in 1906 and the
last major renovation that expanded Library space was in 1976; and
WHEREAS, The 15,000 square foot facility serves a community of 58,000 and industry
standards dictate 1 square foot per resident; and
WHEREAS, Circulation of Library materials has increased 29% in the last 2 years and foot
traffic has more than doubled in the last 10 years; and
WHEREAS, Library leadership began lobbying for a new Downtown Library in 1970; and
WHEREAS, The 2003 City of San Rafael General Plan 2020 (section CA -11) states that the
City should "renovate and expand or replace" the Library; and
WHEREAS, In 2004 a San Rafael Library Foundation was created with the sole goal of
raising funding for a new library facility and that group's activities have increased in pace and
intensity; and
WHEREAS, the Library has been awarded a Library Services and Technology Act Grant in
the amount of $15,800 to envision a new library for San Rafael.
NOW, THEREFORE LET IT BE RESOLVED THAT the City Council of the City of
San Rafael hereby authorizes the Library Director to accept a Library Services and Technology Act
Grant in the amount of $15,800 to envision a new library for San Rafael.
