Create the classification of Senior Network Administrator; 2. Increase the salary range for the currently vacant Deputy Building Official classification; 3. Create the classification of Facility Repair Worker III and reclassify one Facility Repair Worker II into the classification of Facility Repair Worker III; and 4. Change the title of Yard Clerk Dispatcher to Public Works Dispatcher, and increase the salary range to equal the Maintenance Worker II; 5. Reclassify a 70% FTE Fixed Term Recreation Specialist to a 70% FTE Program Coordinator RECOMMENDATION: Adopt Resolution BACKGROUND: This report seeks approval of the recommended personnel actions in several departments. The Management Services Department Information Technology Division is proposing a new position as part of the implementation of the IT Projects Roadmap. The Community Development Department Building Division is proposing a change in salary range as a result of a recent vacancy. The Public Works Department Facilities Division is proposing a new classification in the Facilities Division, and an increase in salary and title change in Dispatch. Lastly, the Community Services Department is proposing a reclassification of a Fixed Term position as a result of an impending retirement. ANALYSIS: Information Technology One of the key efforts in the City's Information Technology (IT) Projects Roadmap is to improve FOR CITY CLERK ONLY File No.: L-, -j%� Council Meeting: / iI I -�- / :).0 t Disposition: SAN RAFAEL, CI'T'Y COUNCIL, AGENDA REPORT / Pal4e: 3 increase the level of service at the Falkirk Cultural Center at a minimal financial investment. The curator position is currently a part-time, fixed term (with partial benefits), hourly Recreation Specialist classification. The proposed reclassification is to a part-time, 70%FTE Program Coordinator, with benefits pro -rated for part-time. The reclassification to a Program Coordinator position will attract a higher level of qualified candidates with event planning, recreation administration, facility management, or other similar backgrounds, and will align the position with the other Program Coordinator positions (currently 2.5FTE's). The new Program Coordinator would then function as part of the department team, planning and producing community programs and promotions. City staff has communicated with representatives of the affected bargaining unit regarding these changes. The City will satisfy its responsibilities under the Meyers-Nlilias-Brown Act prior to implementation. As is currently the case, the City Manager has the authority to make alterations to job specifications that do not result in a budget impact. FISCAL IMPACT: The funding required for the new Senior Network Administrator position is already included in the Annual Budget and is estimated to be $97,500 per year at Step A plus benefits. The adjustment to the Deputy Building Official salary range is estimated to cost $9,828 per year. The Public Works reclassifications are estimated to cost $7,270 per year for the Facilities Repair Worker III, and $2,172 per year for the Public Works Dispatcher. The reclassification of the part-time Program Coordinator is estimated to cost an additional $14,337 per year, although some of this cost is anticipated to be offset by increased Falkirk revenues. The cumulative net cost for all of these changes is estimated to be $78,844 through the end of the current fiscal year. Each department has sufficient funds in their budget to absorb the increase in cost. OPTIONS: • Approve the Resolution to implement the above recommendations. • Request changes to the recommendations. • Direct staff to develop alternatives to the recommendations. NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the following personnel actions: 1. Create the classification of Senior Network Administrator, with a salary range of $8,125 to $9,876 monthly 2. Increase the salary range of the Deputy Building Official classification to $6,748 to $8,202 monthly; salary; 3. Create the classification of Facilities Repair Worker III, with a salary range of $4,815 to $5,853, and reclassify one Facilities Repair Worker II into the classification of Facilities Repair Worker III; 4. Change the title of Yard Clerk Dispatcher to Public Works Dispatcher and increase the salary range to $4,158 to $5,054 monthly; and 5. Functional areas include Wide Area Network (ISP relations, DNS, remote links, router selection and configuration, firewall/security, Virtual Private Network, web administration) and Local Area Network (layer 2/3 switch selection and configuration, Microsoft Windows domain administration, Microsoft Exchange mail/calendaring system administration, and backup/restore strategy), supervises the work of lower level staff, and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS: This is an exempt, mid -management level position in the Department of Management Services. Under the general direction of the Information Technology Manager exercises independent judgment in the planning, overseeing, and reviewing of major functional areas for this Division. SUPERVISION EXERCISED: Direction is provided by the Information Technology Manager; and responsibilities include the supervision of technical assistance personnel. ESSENTIAL DUTIES AND RESPONSIBILITIES: • Works closely with the Information Technology Manager in the high-level administration and strategy design/implementation of the City's computer network. • Takes ownership of projects, to include hardware selection and configuration, security definitions and implementation, domain administration, and web internet/intranet solutions. • Configures the network for optimal performance. • Identifies IT security threats and incidents; audits logs, analyzes the results from network security scans and coordinates with technical contacts and organizations to identify, investigate, respond and resolve IT security incidents. • Coordinates with departmental management and technical support staff to plan, schedule and implement IT security solutions. • Researches, defines, recommends, and manages VPN strategy, upgrades/additions to server farm, and server -based software upgrades and installations. • Refines domain security model, backup/restore strategy, and disaster recovery procedures. • Administers and provides the City's support services, maintenance, and training for computers, including the evaluation, selection, installation and maintenance of computer hardware and software and related equipment. • Develops standards, methods and procedures for the secure configuration and maintenance of hardware and software; develops procedures for securely configuring servers and computer equipment. • Trains employees on computer policies and procedures; maintains systems security, confidentiality, protocols, and backups; keeps accurate records, logs and documentation related to network administration. • Assists in development, review and administration of the City's Information Technology budget. City of San Rafael Job Class Specification SUMMARY Under general supervision, performs carpentry, plumbing, interior remodeling, painting, and a variety of other work in the maintenance and repair of City buildings, structures, and facilities. CLASSIFICATION CHARACTERISTICS: Facility Repair Worker/ is the entry level class of this series. Initially under close supervision, incumbents perform simpler, less skilled repairs while learning more skilled and/or difficult work. As experience and proficiency are gained, there is greater independence of action within established guidelines. Incumbents normally advance to the II level after three years of successful performance at the I level, and demonstrating proficiency for performing II level work. Facility Repair Worker// is the skilled level of the series, competent to independently perform the full scope of carpentry, plumbing, interior remodeling, and related building maintenance duties required. Facility Repair Worker 111 is the most skilled level of the series, competent to work independently without direct supervision while performing the full scope of carpentry, plumbing, interior remodeling, lighting systems, HVAC systems, programmable controllers for HVAC and lighting systems and related building maintenance duties as required. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. • Performs framing, rough and finish carpentry to erect small structures, partition interior spaces, frame and trim doors and windows, apply siding, build roofs, build stairs, build indoor and outdoor benches, tables, signs, decks, fences, gates, and related items. • Calculates, designs, and prepares sketches for construction and modifications to be performed; estimates materials and lay out work. • Builds interior cabinetry such as counters, cupboards, and shelves. • Operates power nail drivers, drills, saws, drill presses, joiners, and related hand and power carpentry tools to make and install custom pieces. • Installs, repairs, and maintains domestic water supply, drainage plumbing and related fixtures using copper, galvanized and PVC pipe techniques. • Hangs, tapes, and textures interior wallboard, patch plaster, and apply paneling to finished interiors. • Masks, sandblasts, brushes and chemically prepares surfaces for painting. • Operates spray equipment and uses manual tools to paint interior and exterior surfaces, equipment and facilities. • Repairs metal equipment, recreational fixtures and furniture; fabricates frames and racks using acetylene and arc welding and brazing equipment. • Prepares forms, sets rebar, pours and finishes concrete to repair or construct equipment and small building slabs, foundations, retaining walls, patios, repairs brick and masonry. • Prepares and applies bonding materials such as epoxy for special surfaces. • Installs and repairs shake, asphalt shingle, and tar seal roofing. • Removes and replaces window glass. • Performs related duties as required. Additional duties assigned to Facility Repair Worker III: • Coordinates with contractors and vendors monitoring their performance, inspecting work in progress and upon completion for quality and safety of work performed. • Confirms work performed by contractors working under their direction meets all current code requirements and all necessary permits are in place. • Installs locks, both analog and digital, and dead bolts; makes keys and digital lock entry cards. • Manages City wide paper products and distribution tracking items for departmental charge backs. to building maintenance tasks. Possess strong computer skills with programs such as Microsoft Word, Excel and Office. LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. DISTINGUISHING CHARACTERISTICS The Public Works Dispatcher is a one -position classification working in the City's Public Works Corporation Yard. This classification is distinguished from other dispatching/secretarial positions at the City in that it works specifically with Public works related telephone and radio dispatching; performs shipping, receiving, ordering, stocking, and issuing of supplies. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. • Receives Public works related routine and emergency telephone complaints and requests for service from the public, assesses nature of callers problem, explains City procedures and priorities, and forwards information to appropriate supervisory or crew personnel for action. • Monitors, receives, transmits, and coordinates radio messages for Public Works personnel. • Dispatches personnel under direction of supervisory personnel. • Maintains logs and records of calls and messages, nature and location of service requests, including information on the caller, and time received. • Forwards street light and traffic signal complaints to appropriate contractor for repair. • Forwards street light and traffic signals monthly logs to Traffic Engineering division. • Receives, orders, stocks, and issue supplies and equipment to Public Works personnel according to established procedures. • Types memos and reports; maintains files. • Performs related clerical work to support Supervisors in the Public Works department. • Maintains petty cash and of office supplies. • Performs related duties as required. • Serves as maintenance worker for other Public Works Maintenance Divisions as needed.
