File No.: 08.07.15
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE PUBLIC WORKS DIRECTOR. TO SIGN THE MEMORANDUM OF
AGREEMENT WITIJ THE COUNTY OF MARIN FORTHE LAS GALLINAS WATERSHED
STUDY.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution authorizing the Public Works Director to
sign the Memorandum of Agreement with the County of Marin for the Las Gallinas Watershed Study.
BACKGROIT-NID:
The Las Gallinas Watershed is the area north of J'uerto Suello Hill and south of Marinwood where
rainwater collects and is distributed to Gallinas Creek which flows to the San Francisco Bay. This
watershed crosses between the City, County, private property and associated special districts Such as
Open Space, Flood Control District and Sanitary District lands. Over time, rainwater tends to erode
natural slopes and deliver sediment toward the bay, "I'tiese sediments., if not removed or addressed in the
low lying areas of the watershed, can restrict. storm water flows and cause flooding. Since this watershed
crosses different boundaries, the County of Marin has taken the lead in recommending that the watershed
be studied with the following goals in rnind:
• Develop cost effective solutions to reduce flooding damages that threaten communities
• improve navigational access to Lower Gallinas Creek
• Protect, enhance and restore sensitive creek and wetland habitat and 'water quality
• Identify multi -beneficial projects that will improve the County and City's ability to compete for
state and federal funding
• Identify projects that are resilient to Sea Level Rise
• Evaluate the beneficial re -use of dredged material for wetland restoration, levee maintenance and
shoreline protection within Gallinas Creek and Miller Creek
• Reduce ecological impacts of flood maintenance activities
The Terra Linda neighborhoods are generally encircled by Open Space areas in which erosion and
sedimentation is generated. Within the neighborhoods, storm water and some sediment is conveyed
through concrete channels, culverts and drainage facilities. This storm water is then conveyed to the main
section of Las Gallinas Creek adjacent to Santa Venetia. The City of San Rafael does remove a

significant amount of sediment with the concrete channel system annually. This study will help assess
whether the sedimentation in the lower sections of Gallinas Creek is generated from upland sources or
from tidal action.
On June 19, 2013, the San Rafael City Council met in a study session and discussed this watershed
program. The County originally requested the City contribute $80,000 to the study; however, at that time
the City was only able to contribute $40,000. This agreement is necessary to allow the City to contribute
the noted $40,000 to the study.
ANALYSIS:
The Department of Public Works will be working closely with the County of Marin to provide data and
information associated with our existing systems in place and the amount of material we traditionally
remove from the concrete channel system. In addition, the City is interested in an analysis of the existing
storm drainage systems to determine if they are adequate.
FISCAL IMPACT:
This project was originally noted in the 2013/14 Capital Improvement project and funds are available for
this study in Fund 4205.
ACTION REQUIRED:
1. The City Council may adopt the Resolution authorizing the Public Works Director sign the
Memorandum of Agreement with the County of Marin to support the Las Gallinas Watershed
Study.
2. The City Council may choose not to support the Memorandum of" Agreement with the County of
Marin in which case the C.ity's Interests in supporting a watershed approach to identifying
watershed related problems will not be achieved.
3. Tlie City Council may also choose to modify the Agreement by directing staff to make changes to
the Agreement.

TO
MEMORANDUM OF AGREEMENT
BETWEEN THE COUNTY OF MARIN
AND CITY OF SAN RAFAEL
Subject to the availability of funds, COUNTY will complete hydrologic,
geomorphic, hydraulic, and habitat studies that will. support projects that benefit
the multiple watershed goals. Specifically, the following issues will have a high
priority for study:
i. Flood Protection for Properties within the Watershed. The study
should investigate flood prone areas in the watershed to determine
what physical measures need to be pursued to prevent damage to
life and property; in particular, the study should include examining
flooding characteristics near Oleander Drive, Caltrans' Weigh
Station, Del Ganado Rd, Contempo Marin, and the Redwood Dr.
industrial area which are prone to flooding. Other areas within North
San Rafael may be added as the study is developed and these new
areas are identified. Examination of the existing levee systems
should be included in this study.
1. Map all areas designated as a Special Flood Hazard Area by
the Federal Emergency Management Agency (FEMA).
2. Map three Sea Level Rise (SLR) scenarios: 12", 36", and 60"
projections, under existing conditions and under enhanced
conditions from item 5 if identified low areas are raised.
3. Interview PW maintenance staff and summarize issues and
potential solutions at Oleander Drive, Caltrans Weigh Station,
Del Ganado Rd, Contempo Marin, and the Redwood Dr.
industrial area.
4. Interview residents and business owners regarding issues at
locations described in item 3.
5. Map localized flooding as identified from interviews (items 3 &
4).
6. Map existing levee system. Identify and map areas with a need
and potential for future levee construction (including existing
pathways). Elevation data to be extracted from LiDAR.
7. Recommend focused capacity work in areas that have been
identified as issues due to FEMA, PW, residents, and under
various SLR scenarios. Data from items 3, 4 and 5 to be
incorporated into GIS.
Proposed Chanqes to Existinq Storm Svstems. The study should
prioritize drainage and flood protection improvements in the area
and provide estimated costs for the potential projects. Stipulation to
the type of improvements such as pump stations or culvert
replacements should be identified in the final report.
1. Summarize potential opportunities to restore concrete,
channelized reaches of Gallinas Creek, perhaps in phases as
structures are updated and/or as they approach the end of their
design life. Restoration priorities to be determined in
collaboration with City of San Rafael PW staff.
2. Provide rough (order of magnitude) costs for channel restoration
measures identified as part of item ii(1) work.
Sedimentation Concerns. CITY
;s maintenance crews annually
remove approximately 70 tons of material is removed from the
concrete ditches on Del Ganado Rd and Freitas Parkway. Most of
this material appears to come from the upper watershed's open
spaces based on the color and type of material. While it appears
that sedimentation from the watershed adds to the situation within
the alluvial fan of the creek, the study should examine the sediment
aggradation downstream of Highway 101 to confirm this
assumption.
1. County DPW will work with Marin Parks and Open Space
District to assess status of sediment management on their lands
and to evaluate methods for reducing sediment discharge in
collaboration with City of San Rafael PW staff.
2. Gallinas Watershed Program will make recommendations for
future modeling to address dredge limits and timelines.
