SUMMARY/11BACKGROUND: At the October 20, 2014 regular Council Meeting, the City Council called
for applications to fill a vacant Council seat, created by the election of Councilmember DamonConnolly to
the Marin County Board of Supervisors. Applications received by the deadline ofNovember 18"' ai6 p.m.,
were verified with the County Registrar of Voters to ensure the applicants were registered voters in San
Rafael,
ACTION: The following applicants are hereby presented to the City Council for consideration at the
Council's December 16.2O14Special Meeting commencing ai4:3Op.m.:

Each applicant will have three minutes to make a presentation before the City Council on a topic of their
choice. The order of their presentations will be created by random selection.

At the conclusion of the presentations, the Mayor will ask for public comments. Then each City
Councilmember will be asked to state the names of his/her top four (4) applicants, without ranking them,
which will create olist of'findishs" Finalists will beasked additional questions byCouncil.
From these finalists, the Council will then provide a ranking of their top three choices, with the following
point system: 3 points for the top choice, 2 points for the second choice and 1 point for the third choice.
The final selection will be mode by motion and Council deliberation and voba, not as adirect result of
points,
After the Council votes to make the appointment, the City Clerk will administer the Oath of Office to the
newly appointed Counui|penson.

I believe strongly that San Rafael government can benefit from the fresh perspective and clear strategic thinking
that I can provide. I will bring a balanced intelligence based on common sense, an information age orientation
and reasonable, consensus priorities. Outreach and communication are key elements in engaging the broader
community in the future growth, progress and direction of San Rafael, which I can assist with my extensive
background and experience in Public Relations and New Media. I would like to see San Rafael become a leader
in progressive solutions to issues, and an example of simply better, more responsive modern government.
- WHAT ARE THE THREE MAJOR ISSUES FACING THE CITY OF SAN RAFAEL?
#1. ECONOMY: The encouragement of business and economic growth - in all sectors. Attracting new
businesses and jobs, improving the downtown retail & cultural environment. Making the process of starting tip
and doing business in San Rafael simpler, easier and more successful.
#2. CONNECTIVITY: The lack of a true sense of community and partnership of the diverse populations,
institutions and businesses that comprise San Rafael. "Phis disconnected, unfocused and isolated reality makes
San Rafael less than a great small city. We must leverage new technology to connect the community.
#3. PRIORITIES & AGENDA: The perception is that the San Rafael government is not responsive, not
engaged, not progressive and not moving forward. San Rafael is behind the times, lifeless and lacks a broader
vision relevant to today's realities. We must reorder priorities and set an agenda to energize the citizenry.
- WHAT IS YOUR VISION FORTHE CITY OF SAN RAFAEL?
San Rafael must take advantage of the incredible possibilities presented by its location, geography, proximity
and potential to become a leader in new civic thinking and a true community that embraces and thrives on its
diversity. The city government must become an example of new connectivity and true progressive policy that
engages the whole of its citizenry and brings the community together to realize sensible common goals,
encourage economic growth, and maximize the positive effects of policy. We must lead California in creating a

I served UC Berkeley as the sole Health Worker for a 230 -resident dormitory. My duties
ran the continuum from triage and first aid to organizing resident outreach and health
awareness programs, as well as authoring a weekly health-related newsletter. In addition, I was
active in charitable fundraising, organizing and hosting an annual music festival, the proceeds of
which went to support ALS research. In law school, I took on a leadership role as Executive
Editor of the Southern California Law Review.
As operator of Resolution Remedies, I have orchestrated numerous events with local legal
figures and business leaders. I have ensured that Resolution Remedies plays a central role in
sponsoring the Marin County Bar Association; in addition, I have actively advocated for several
local charities, including the Community Institute for Psychotherapy, the Family & Children's Law
Center, and the Good Tidings Foundation.
Whv D-9 You Want to be Considered for the Position of City Councilmember?
In short, I want to leverage the momentum my family has established to make San Rafael
one of the most attractive cities to live and work. The Litchfields have played a prominent role in
the development of San Rafael, and it is my goal to carry on that long-standing tradition through
civic engagement and active participation in the decisions that shape the city. I was born in San
Rafael and even as I pursued my education elsewhere, I have always considered San Rafael my
home. And as proud as I am to call San Rafael my home, I am even more excited by the
prospect of serving the city in a meaningful capacity, lending my experience, talent, and drive to
building its future. I would approach the office with humility and a sense of civic pride, honored
to serve a Council whom I hold in high esteem.
As both a business operator and resident for the past 2.5 years, I believe I bring a
valuable perspective to the City Council. I am intimately familiar San Rafael's downtown as well
as its many districts, and I will soon move to my new home in Terra Linda. I have walked, driven
and biked its streets; frequented its businesses and built relationships with its leaders. Should I
be afforded the opportunity, I look forward to representing the interests of all of my fellow
residents on the City Council.
What are the Three Maior Issues Facing the City of San Rafael?
1. Encouraging intelligent growth and development strategies. San Rafael bears the fragile
responsibility of promoting economic prosperity while balancing environmental sustainability
and the desires of its neighborhoods, residents, and businesses. It must hold fast to its
unique identity while embracing responsible progress.
2. Fostering the City's communication with residents and inviting meaningful civic engagement.
The Council's GREAT subcommittee is an excellent start in this direction and 1 hope to see
further initiatives directed at promoting civic participation and resident outreach. If one trend
can be gleaned from the recent election, it would be Marin residents' apparent
dissatisfaction with the direction of the County government, and San Rafael will need to
continue to pay keen attention to the needs of the community to avoid a similar predicament.
As the City seeks new ways to engage its residents, I believe my background with information
technology will prove to be a vital asset.
3. Developing and implementing further strategies to address the issues faced by the
precariously housed and the homeless. This issue is too often defined by its most visible
symptom- --the scores of homeless that populate downtown San Rafael ---but it really is a far
more complicated problem that will require a multifaceted approach to adequately address.

San Rafael will shine as a beacon of the Bay Area. It will generate and leverage
economic growth while preserving its vibrant local culture. It will galvanize its reputation as a

WHY DO YOU WANT TO BE CONSIDERED FOR THE POSITION OF CITY
COUNCILMEMBER?
My concern is for the well being of the growing senior citizen population in north San Rafael.
As a member of the council I will bring this issue to the city of San Rafael government and
promote action to improve the lives of our numerous senior citizens.

WHAT IS YOUR VISION FOR THE CITY OF SAN RAFAEL?
San Rafael is the largest city in the county and accordingly has the largest immigrant, senior
citizen, business, and homeless population in Marin.
The demands placed upon the city by these diverse populations need a community based
infrastructure to better serve their intense needs.

Why do you want to be considered for the position of City Councilmember?
I was raised to have a strong sense of service to my community. I firmly believe
that good government must involve public action and involvement. I have a great
passion to make San Rafael the best city possible. I believe that I possess the
necessary skills to represent the citizens of San Rafael in a positive way.
What are the three major issues facing the city of San Rafael?
1. Land Use/Density/Traffic
2. Transient population issues
3. City finances/pension issues
What is your vision for the City of San Rafael?
Thanks to the present council and outstanding city staff, San Rafael is in good
shape in most areas. I want to see the city maintain its position of leadership within the
county. 1 want it to remain a city with strong neighborhoods and vibrant commercial
areas with growing retail vitality. There will no doubt be challenges in the future, but
there will also be opportunities.
Some of the areas I would like to see explored might be the measured
development of the Transit Center Area Downtown. I feel that well-planned mixed-use,
in -fill, is a positive solution to meet some of our City's expanding housing needs.
The neighborhoods are the backbone of our city. We must continue to reach out
and be receptive to the needs and concerns of the residents. I feel it is important to
continue the current efforts by the council to encourage community engagement. When
residents don't have accurate or sufficient information, they become frustrated and
alienated. Communication and exchange of ideas are vital to good government.
