City Manager Approva1?)_A"_-f,&y SUBJECT: RESOLUTION OF THE SAN RAFAEL CITY COUNCIL RATIFYING THE CITY MANAGER'S EXECUTION OF A CONTRACT WITH THE COUNTY OF MARIN PROVIDING $100,000 IN FUNDING FOR THE DOWNTOWN STREET TEAMS PROGRAM, AND AUTHORIZING TI_IE CITY MANAGER TO ACCEPT ADDITIONAL GRANT FUNDS FOR THE DOWNTOWN STREETS TEAM PROGRAM AND TO EXECUTE ANY NECESSARY AGREEMENTS TO RECEIVE SUCH GRANT FUNDING RECOMMENDATION: Adopt Resolution ratifying the City Manager's execution of an agreement with the County of Marin for $1.00,000 in funding for the Downtown Street Teams Program and authorizing the City Manager's acceptance of additional grant funds for the Program and execution of any necessary agreements to receive such grant funding. BACKGROUND AND ANALYSIS: On October 15, 2012, staff presented recommendations regarding homelessness and the quality of life in Downtown San Rafael. The staff recommendations were developed from the work of the City Council subcommittee and the community stakeholders group. A multipronged approach is now under way, with short -teen and long-term strategies, including approaching issues surrounding mental health, serial inebriates, crime, affordable housing, and public education. 'These initiatives are summarized in the City's Homeless Action Plan, which was adopted on June 3, 2013. Tile Homeless Action Plan as well as the updates on the Plan that staff provided to the City Council on May 20, 2013, February 18, 2014 and November 17, 2014 can be found on the City's website at: http://docs,.citvofsanrafael.orgLEc nDev/flomeless�/`20Action%20PIan%2OJune�/o202013.p One of the strategies in the Plan is to provide an avenue for members of the street population to obtain work experience through cleaning up Downtown. On February 19, 2013, the City Council adopted Resolution No. 13 502 authorizing the City Manager to enter into a contract with the Downtown Streets Team organization in an amount not to exceed $272,000 to carry out such a program in Fiscal Year 2013-14. The City Council approved the second year of the contract in the amount of $272,000 on August 18, 2014. The model strives to rebuild lives and restore the dignity of the participants. The Streets Team has found that serving the community through work teams prepares members for permanent employment and housing. The program is based on a "ladder of success" with participants graduating into leadership positions within the team. Streets Team staff works with each team member to remove barriers to housing, employment, and self -sustainability. To date 32 people have found permanent employment through the Team. City staff has applied for grants to implement this important program. In 2014, the City has received $15,000 for the program from the San Rafael Kaiser Permanente Medical Group, $15,000 from the Kaiser Permanente Hospital, and $50,000 from the Marin Community Foundation. The Kaiser Permanente Foundation has approved an additional $20,000 to be funded in the Spring of 2015. The Marin County Health and Human County staff has recommended the County provide funding in the amount of $1.00,000 for the program. County staff has prepared a contract for services and. required the City enter into the contract prior to placing the item on the Board of Supervisors agenda for approval. The City Manager signed the contract with the County after a review by the City Attorney's office. While staff believes the City Manager's action was within the scope of the August 18, 2014 resolution, we are asking the City Council to adopt the proposed Resolution to expressly ratify the City Manager's execution of the contract with the County prior to the Board of Supervisors meeting. The proposed Resolution also will authorize the City Manager to accept additional grant funding for the Downtown Streets program and to execute any agreements, in a form approved by the City Attorney, that are necessary to receive such grant funding. FISCAL IMPACT: The City has received funding pledges of about $200,000 for this program, The remaining $72,000 will be provided from the City's General Fund. OPTIONS: 1) Adopt the Resolution 2) Request changes to the Resolution. 3) Reject the Resolution. ACTION REQUIRED: Adopt Resolution. RESOLUTION NO. 13853 RESOLUTION OF THE SAN RAFAEL CITY COUNCIL RATIFYING THE CITY MANAGER'S EXECUTION OF A CONTRACT WITH THE COUNTY OF MARIN PROVIDING 5100,000 IN FUNDING FOR THE DOWNTOWN STREETS TEAM PROGRAM AND AUTHORIZING THE CITY MANAGER TO ACCEPT ADDITIONAL GRANT FUNDS FOR THE DOWNTOWN STREETS TEAM PROGRAM AND TO EXECUTE ANY NECESSARY AGREEMENTS TO RECEIVE SUCH GRANT FUNDING WHEREAS, on February 19, 2013), the City Council authorized the City Manager to enter into an agreement with the Downtown Streets Team to implement a volunteer work experience program for homeless persons, in an amount riot to exceed $272,000; and WHEREAS, on August 18, 2014 the City Council authorized the City Manager to enter into the second year of an agreement with the Downtown Streets Team in the amount of $272,000-, and WHEREAS, the 2014 staff report stated that the City of San Rafael would obtain financial assistance froin outside agencies, businesses and individuals. Tb date, the City has received funding from the Kaiser Permanente I-Iospital in the amount of $15,000, the Kaiser Permanente San Rafiael Medical Group in the amount of $15,000, and the Marin Community Foundation in the airiOLIDt of $50,000; and WHEREAS, Kaiser Permanente Foundation has approved an additional $20,000 to this effort to be paid in the spring of 2015; and WHEREAS, the staff at the County of Marin Health and Flo an Services Division has recommended that the County contribute $100,000 for this effort and will request approval to enter into a contract with the City for the Downtown Streets "team program at the December 16,2014 Board of Supervisors meeting; and WHEREAS, County staff required the agreement to be signed by the City prior to placing the item on the Board of Supervisors meeting agenda; and WHEREAS, the City Manager signed the contract with the County in order to expedite the receipt of the County funding pursuant to the City Council's August 18,2014 approval of the program; and WHEREAS, City staff desires the City Council to ratify the City Manager's action in execution of the contract with the County-, and NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAE L RESOLVES that the City Manager's execution of the County of Marin's form of Professional Services Contract for $ 100,000 to fund the Downtown Streets Team program for the period July 1, 2014 through June 30, 2015 is hereby ratified and approved, and the City Manager is authorized to accept additional grant funding for the Downtown Streets Team program and to execute any necessary agreements, in a form approved by the City Attorney, to receive such grant funding. 1, ESTHER C.
