SUBJECT: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT FOR
THE PROVISION OF DISPATCH SERVICES BY THE CITY OF SAN RAFAEL
TO THE CITY OF SAUSALITO
RECOMMENDATION: Adopt the Resolution authorizing the City Manager to execute the Agreement.
BACKGROUND: The City of Sausalito Police Department has a need to procure dispatch services. The
Sausalito Police Department does not have its own Public Safety Answering Point (PSAP) and has relied
on another PSAP in Marin County for its dispatch services. The City of Sausalito Police Department
would like to transition from its current PSAP to a shared dispatch agreement with the City of San Rafael
Police Department.
ANALYSIS: The City of San Rafael Police Department has the capacity and expertise to partner with
the City of Sausalito Police Department in providing radio dispatch communication services, the
answering of 911 calls originating in the City of Sausalito, business line calls from the City of Sausalito
after normal business hours, twenty-four (24) hour taping of all telephone calls and radio transmissions
received by San Rafael dispatchers, and dispatch services for the City of Sausalito Department of Public
Works on an emergency basis.
FISCAL IMPACT: Implementation of this agreement between the City of San Rafael and the City of
Sausalito will provide revenue to the City of San Rafael in the first year of the agreement of $85,000.00.
In subsequent years the City of Sausalito agrees to pay the then current equivalent of total compensation
for an A Step San Rafael Police Department Dispatcher. Sausalito also agrees to pay 15% of total
compensation for an A Step San Rafael Police Departinent Dispatcher to cover the training, workers
compensation, additional staffing for Sausalito special events and other equipment costs per year.
ACTION REQUIRED: Adopt the attached Resolution of the San Rafael City Council.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN
RAFAEL AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT FOR THE PROVISION OF DISPATCH SERVICES BY
THE CITY OF SAN RAFAEL TO THE CITY OF SAUSALITO
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES AS FOLLOWS:
WHEREAS, there is a need in the City of Sausalito Police Department for the services of
the City of San Rafael Police Department Dispatch; and
WHEREAS, the City of San Rafael has the capability of providing the needed dispatch
services and the sharing of dispatch services will benefit both San Rafael and Sausalito; and
WHEREAS, the City of San Rafael Police Department shall be responsible for the
answering of'91 I calls originating in the City of'Sausalito and business line calls from the City of
Sausalito after normal business hours; and
WHEREAS, the City of San Rafael Police Department shall provide radio dispatch
communication services for the City of Sausalito Police Department twenty-four (24) hours/day,
seven (7) days/week and for the City of Sausalito Department of Public Works on an emergency
basis,, and
WHEREAS, the City of San Rafael Police Department shall provide twenty-four (24)
hour taping of all telephone calls and radio transmissions received by San Rafael dispatchers.
NOW THEREFORE BE IT RESOLVED, that the City Manager is authorized to
execute., on behalf of the City of San Rafael, the agreement for the provision of Dispatch Services
by the City of San Rafael to the City of Sausalito, as set forth in Exhibit A attached hereto and
incorporated herein by reference, subject to final approval as to form by the City Attorney.
