STREET PAINTING FESTIVAL MARIN ON JUNE 24T"1 2015 THROUGH
JUNE 29TH' 2015
RECOMMENDATION: Approve Resolution
BACKGROUND:
The Youth in Arts Italian Street Painting Festival is now in its nineteenth year as a legacy event
in San Rafael. This unique and enormously popular event was originally the flagship event of
Youth in Arts organization. In 2011, the Youth in Arts organization cancelled the event due to
the financial and operational difficulties of producing the event. In 2013 the originators of the
event, Sue and Joe Carlomagno restored the event as "Italian Street Painting Marin" aligning it
with their new non-profit in support of the Arts of the same name. The ISPM consists of two
alternating annual events, one being the larger, traditional Street Painting format on Fifth
Avenue and A Street, the second is a smaller boutique (Pop Up!) event using only A Street.
Both events provide much needed funding to local art organizations. In 2014 grants were made
to eleven local art organizations. See Attachment A for more information.
In 2014 Joe and Sue Carlomagno conceived and produced the smaller, one block mini -Italian
Street Painting event as the "Pop Up" event; this much smaller event is a boutique version of
the larger event. Much less expensive to produce than the full size event, this version not only
was easier to produce but acted as a placeholder for the bi-annual larger event as well as
continuing to be a significant fundraiser.
DISCUSSION:
The Italian Street Festival Marin creates an art landscape created by local and international
chalk artists, a children's art section which introduces children and families to 'chalk art' but also
a main stage featuring top quality local musicians as well as uniquely stylized foods with an
international taste. The event requests an admission/donation fee to view the artwork (Sat.$5 /
Sun. $10). This fee helps subsidize and maintain the income in order to produce the event and
ensure continued success against rising costs.

The event traditionally requires closing Fifth Avenue, Julia and A Street starting on Wednesday
to prepare the street with a slurry seal resurfacing (donated by a South Bay contractor) and
allow the production and artists to begin by Thursday. This start time ensures that the artwork
can be completed on or before Sunday for full viewing by the public. The San Rafael Police
Department, the Public Works Street Department and City Event Staff are creating a modified
traffic plan to minimize the road closures impact on traffic and pedestrian access. Notifications
to local businesses will be arranged by the event committee. City Staff and the Police
Department work closely with the event producers to ensure that the public has prolonged
notification regarding the traffic changes.
Public Works restores the street markings and the crosswalks on the newly resurfaced roads on
the Monday following the event in time for the evening commute. Historically these closures
have not caused any extreme impacts on the commute and local traffic.
FISCAL IMPACT: The City will be providing some in-kind services including providing two
electronic message boards, posting 'No Parking' signage, event coordination and planning.
With the loss of Redevelopment Agency funding, all events have been required to pay for any
overtime costs incurred by the Police, the Public Works Department, and the Fire Department.
ISPM received an allocation of $10,000 from the Target Settlement Agreement, which provided
funding that subsidizes any overtime costs incurred by the City of San Rafael.

RESOLUTION NO. 13877
RESOLUTION AUTHORIZING STREET CLOSURES FOR THE ITALIAN STREET
PAINTING FESTIVAL MARIN ON JUNE 24TH' 2015 THROUGH JUNE 29TH' 2015
WHEREAS, the Italian Street Painting Marin will occur Wednesday, June 24`h through Monday,
June 29`h, 2015; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
Downtown area, the above street(s) should be temporarily closed to through traffic for the date and
times described below.
Streets to be closed Wednesday, June 24`h 8:00 a.m. through Monday, June 29`h to 4:00 p.m.
1. Julia Street
* Tenant access to parking lots on Julia Street will be available throughout the event.
2. A Street, from Fifth Avenue to Fourth Street
Streets to be closed Wednesday, June 24`h 9:00 a.m. through Monday, June 29`h to 4:00 p.m.
1. Fifth Avenue from B to Court Street
City Plaza will be available as an event/event sponsor information area beginning Friday, June
26`h, 2015 for set up and ending Sunday evening, June 28`h, 2015. No street painting will take place
in the San Rafael City Plaza. Public access to businesses will be maintained during event hours.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY
RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection
of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the
temporary closure of the above listed streets for the dates and times described above.

2014 Grant Recipients
Art Works Downtown Puhlic Sculpture Program— a series of exhibitions in San Rafael, California, showcasing
innovative emerging sculptors and fostering culture in the community.
California Film Institute My Place/My Story— a five-day intensive digital storytelling workshop for students ages
13-18 providing participants a creative outlet to share their personal stories through film.
Dominican University of California Student Scholarship — partial scholarship to a member of Dominican's LINES
Ballet BFA Program, one of only two programs in the U.S, that combines intensive ballet training with a renown ballet
company and a strong liberal arts education.
DrawBridge VisualArts Program— provides homeless and other at -risk children instruction and experiences in
painting, ceramics, drawing, photography, and collage in an environment that is safe, fun, and consistent.
Marin Museum of Contemporary Art Community Lecture Series— a series of art talks at the Hamilton
Community Center by notable artists, critics, and gallery owners.
Marin Shakespeare Company San Pedro Elementary School Collaboration— offers a range of activities from
weekly after-school drama classes and scholarships to a two-week Marin Shakespeare Summer Camp.
Marin Symphony Symphony@Schools— this outreach program provides elementary and middle schools a hands-
on approach to music education by members of small orchestral ensembles.
Mountain Play Day on the Mountain— eliminates physical and economic barriers and shares the experience of
song and story with families at a musical performance on Mt. Tam. The outreach program includes transportation, lunch,
t -shirts, and a guided hike before the performance.
New Media Learning Center Maker Education Initiative empowers youth and teaches skills in computer
technology, creating more opportunities that foster creativity and spark interest in the arts, science, math, and engineering.
Sunny Hills Services ArtsProject— brings specialized therapeutic instruction in visual arts, music, drama, and
creative writing to students (ages 5-17) at Irene M. Hunt School.
Youth in Arts Arts Unite Us— a first -of -its -kind playwriting and performance collaboration between special
education students and developmentally typical peers, building youth -lead advocacy for inclusion at their high schools.
