Agenda Item No: 3. d Meeting Date: March 2, 2015 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Economic Development Prepared by: Stephanie Lovette, Economic Dev City Manager Approvalt I lltt'A SUBJECT: Resolution authorizing closure of Downtown City Streets for the 28th Annual May Madness Classic Car Parade on Saturday, May 2, 2015 RECOMMENDATION: Approve the Resolution authorizing the temporary street closures BACKGROUND: This will be the 28th year for this popular Downtown event. The BID and the City created this event in 1987 with local merchant Greg Borelli as a marketing event for Downtown San Rafael businesses. In the years since the inaugural event, annual car shows have become common in almost all of the local towns and cities in the North Bay making the San Rafael event less unique. The BID officially ended their sponsorship of May Madness following 2014 in order to limit financial liability and shift marketing priorities. For 2015 the event will be privately produced by Team Pro Event, Steve Bajor, who has been the contracted event producer for the last five years. ANALYSIS: For 2015, Team Pro Event will retain all of the popular core essentials of the event as well as the improvements made during his association with the BID over the last six years. The event will include the parade, a Show & Shine display of vehicles, micro -brew beer and wine booth, food booths, a live music stage with National and local musicians. The parade will have a centralized start and finish line at A Street and the event times have been set to encourage event goers to shop and eat Downtown. In support of the transition of the event to an independent producer, the BID agreed to sponsor the Beer/wine booth as the non-profit partner to facilitate acquisition of the beer & wine one -day license for the event, and is also contributing $3000 to the event from its 2014 reserve funds. The 2015 event is funded in a combination ways. Mr. Bajor has currently received a commitment of the following funding and/or assets and will continue to fundraise to offset total costs. STREET CLOSURE: The streets proposed to be closed are: 1. "A" Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m. 2. Julia Street from "A" Street to "B" Street 6 a.m. to 9 p.m. 3. Fourth Street between Lootens and "A" Street from 7 a.m. to 10 p.m. 4. Fourth Street from Lincoln to "D" Street from 11 a.m. to 9 p.m. 5. Cijos from South of Commercial to Fourth Street from 11 a.m. to 9 p.m. 6. Lootens from Third Street to 935 Lootens PI. (garage) driveway from 11 a.m. to 9 p.m. 7. "B" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 8. "C" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 9. Lincoln Ave. between Fifth Avenue & Third Street 11 a.m. to 9 p.m. FISCAL IMPACT: Pursuant to the current City policy Police and Public Works costs will be reimbursed by the event. OPTIONS: • Accept the street closures as proposed • Modify the streets to be closed. ACTION REQUIRED: Approve the attached resolution. RESOLUTION NO. 13883 RESOLUTION AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS FOR THE 28TH ANNUAL MAY MADNESS CLASSIC CAR PARADE ON SATURDAY, MAY 29 2015 WHEREAS, the 28th Annual May Madness Classic Car Parade will occur in Downtown San Rafael on May 2, 2015; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the streets shown below should be temporarily closed to through traffic for the date and times as specified below: 1. "A" Street from Parking Structure driveway to Fifth Avenue from 6 a.m. to 9 p.m. 2. Julia Street from "A" Street to `B" Street 6 a.m. to 9 p.m. 3. Fourth Street between Lootens and "A" Street from 7 a.m. to 10 p.m. 4. Fourth Street from Lincoln to "D" Street from 11 a.m. to 9 p.m. 5. Cijos from South of Commercial to Fourth Street from 11 a.m. to 9 p.m. 6. Lootens from Third Street to Apartment Building driveway from 11 a.m. to 9 p.m. 7. `B" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 8. "C" Street from Parking Structure driveway to Fifth Avenue from 11 a.m. to 9 p.m. 9. Lincoln Ave. between Fifth Avenue & Third Street 11 a.m. to 9 p.m. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct. 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
