SUBJECT: ADOPT RESOLUTION APPROVING THE FOLLOWING PERSONNEL
ACTION:
1. Reclassify the vacant Fire Department Emergency Management Services
Coordinator position (210-33-22401-8111) to a three-year Fixed -Term
Position (9917 -Advanced Seasonal Temp) that will serve as a Fire
Administrator
RECOMMENDATION: Adopt Resolution
BACKGROUND:
The Emergency Medical Services (EMS) Coordinator has been vacant for multiple years. The
department has held off on filling this vacancy for multiple reasons, one of which was to spend
time reevaluating how the department could most efficiently use these financial resources to
best address management level organizational needs in a sustainable and effective manner.
The number one challenge within the Fire Department is lack of sufficient administrative
support at a management level to provide for the demands of the department and community
we serve. Eight administrative related positions were reduced in Fire through the Great
Recession (Administrative Chief, Captain Specialist, Administrative Assistant III, two
Administrative Analysts, and three Fire Dispatchers who also performed administrative duties).
The Battalion Chief's oversee ten stations in a busy Operational Area and work a 56 hour
schedule/48 hour shift and are able to complete only a portion of the administrative work
required to sustain and advance the department. As a result, some critical administrative
responsibilities are being minimally addressed or unmet entirely.
ANALYSIS:
The addition of a Fire Administrator will enable the department to address critical administrative
management needs. The position will serve as a non -safety, administrative member of the Fire
Department's Command Staff, and be responsible for management of administrative support to
the Fire Chief and operational staff of the Fire Department. The Fire Administrator will also

assist as necessary with the development and operation of shared services agreements,
restructuring of important contracts such as CSA 19 with Marin County that will need to be
revised in conjunction with construction of a new station, and implementation of Measure E.
Filling the position on a fixed term, non -safety basis is appropriate given that funding is through
a limited rather than ongoing source (Paramedic Fund) and is anticipated to be temporary while
shared services that might eventually encompass these duties are being explored.
FISCAL IMPACT:
The position of EMS Coordinator has a budget allocation in the Paramedic Fund of $256,000 in
FY 14/15. The reclassification to a Fixed Term Advanced Professional Temp classification, with
a salary range of $50.00 to $74.30 per hour, plus limited benefits, falls well within the budgeted
allocation.
OPTIONS:
• Approve the Resolution to implement the above recommendation.
• Request changes to the recommendation.
• Direct staff to develop alternatives to the recommendation.

RESOLUTION NO.
RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING A PERSONNEL
ACTION TO RECLASSIFY THE FIRE EMERGENCY MEDICAL SERVICES
COORDINATOR TO A FIXED TERM FIRE ADMINISTRATOR POSITION.
Whereas, the Fire Emergency Medical Services Coordinator position is currently vacant;
and
Whereas, the Fire Department has determined that there is a greater need for Fire
Management administrative services; and
Whereas, a reclassification of the EMS Coordinator position to a fixed term Fire
Administrator position will better meet the needs of the Fire Department and at less cost;
and
Whereas, the proposed reclassification can be accommodated in the current budget.
NOW, THEREFORE BE IT RESOLVED, that the City Council hereby approves the
following personnel action:
1. Reclassify the vacant Fire Department Emergency Management
Services Coordinator position (210-33-22401-8111) to a three-year
Fixed -Term Position (9917 -Advanced Seasonal Temp) that will serve
as a Fire Administrator
