SUBJECT: ACCEPT COMPLETION OF THE SAFE ROUTES TO SCHOOL (SRTS) AT
JAMES B. DAVIDSON MIDDLE SCHOOL PROJECT, CITY PROJECT NO.
11211, AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF
COMPLETION.
RECOMMENDATION: Staff recommends that the City Council accept completion of the project and
authorize the City Clerk to file the Notice of Completion.
BACKGROUND: Safe Routes to School (SRTS) is a federal funding program that is intended to
improve conditions for children in kindergarten through eighth grade to safely walk and bicycle to school.
In 2011, the Public Works Department applied for and received SRTS funding to construct the following
improvements at James B. Davidson Middle School:
■ Installation of a 4 to 5 foot wide sidewalk on both sides of Lindaro Street between Woodland
Avenue and Andersen Drive to remove gaps in the pedestrian network and reduce the impacts of
wide industrial access driveways.
■ Widen the sidewalk on the south side of Lindaro Street to 8 feet between Jordan Street and
Andersen Drive.
■ Install additional signing and striping.
■ Install a radar speed feedback sign on Lindaro Street.
On December 17, 2012, the City Council adopted Resolution number 13475 authorizing the Director of
Public Works to enter into an agreement with Coastland Engineering to design the project.
The project was advertised in accordance with San Rafael's Municipal Code on August 15, 2014, and
sealed bids were publicly opened and read aloud on September 9, 2014 at 10:00 AM.
On September 15, 2014, the City Council adopted Resolution No. 13810 authorizing the Public Works
Director to enter into an agreement with the low bidder, J.J.R. Construction, Inc., and construction
commenced on October 3, 2014.
Substantial completion of construction was achieved on November 7, 2014, at which time the City issued
a temporary suspension of work until delivery of the overhead electrical equipment. After receiving the
necessary electrical equipment all construction work was completed on February 5, 2015.

All work was completed in 26 working days, which is less than the number of working days allowed.
Staff reconnnends acceptance of the project and recordation of the Notice of Completion.
ANALYSIS: Pursuant to Civil Code Section 3093 the City is required to record a Notice of Completion
upon acceptance of the improvements by the City. This acceptance initiates a time period during which
project subcontractors may file Stop Notices seeking payment from the City out of the funds owed to the
Contractor for the project work.
FISCAL IMPACT: Construction was completed within the originally authorized construction budget.
The total project cost including design, advertisement, construction, and materials testing is $395,756.53.
No local match is required. The following tables summarize project revenue and expenses:

*Includes the 5% retention to be paid 35 days after Notice of Completion is filed.
The project design was completed by Coastland Engineering. City staff time totaling approximately
$39,000 was required to provide design support, complete federally required documents for Caltrans
review, and administer the consultant contract. This cost is not reimbursable through the Safe Routes to
School grant. This amount is not shown in the table above.
Construction inspection by Public Works staff was required to review and manage the construction work
at an estimated cost of $30,000. City staff time for construction inspection is reimbursable through the
Safe Routes to School grant.
ACTION REQUIRED:
Staff recommends that the City Council accept completion of the project and authorize the City Clerk to
file the Notice of Completion.
