SUBJECT: INTERVIEW OF APPLICANT AND CONSIDERATION OF APPOINTMENT TO FILL ONE
CITY OF SAN RAFAEL ADVISORY MEMBER POSITION ON THE MARIN COUNTY
HAZARDOUS AND SOLID WASTE MANAGEMENT JOINT POWERS AUTHORITY
LOCAL TASK FORCE (CC)
RECOMMENDATION: It is recommended that the City Council interview Adrian Bartshire for
appointment to fill one City of San Rafael Advisory Member Position on the Marin County Hazardous and
Solid Waste Management Joint Powers Authority Local Task Force.
BACKGROUND: The previous member, Alex Statner, needed to resign his position due to the fact that
he moved out of jurisdiction; therefore, at the meeting of February 17, 2015, the City Council called for
applications to fill the vacant position on the Marin County Hazardous and Solid Waste Management Joint
Powers Authority Local Task Force. One application was received by the deadline of March 10, 2015.
ACTION: Approve staff recommendation.

APPLICATIONS to serve as Advisory Member for the City of San Rafael on the Marin County
Hazardous and Solid Waste Management Joint Powers Authority Local Task Force are available at

Avenue, Room 209, San Rafael, CA 94901.
The deadline for filing applications is Tuesday, March 10, 2015 at 5:00 p.m. in the City Clerk's
Office.

The purpose of the Local Task Force (LTF) is to serve as an advisory committee to the JPA.
The LTF provides viewpoints and concerns from geographical, interest -based and industry -
associated
associated members. Seats on the LTF include public members from different areas of Marin
County, solid waste haulers/facility operators, special districts and one member from an
environmental organization. The LTF specifically assists in the review of the JPA's Integrated Waste
Management Plan, advises on emerging solid waste issues, and assist the Board with Zero Waste
Plan strategy development.
Interviews of applicants will be held at a Special Meeting of the San Rafael City Council on Monday,
March 16, 2015, at a time to be determined, to fill the vacant position on the Local Task Force.
