SUBJECT: Amnial Update Presentation from the Citizens Advisory Committee (CAC) on
Economic Development and Affordable Housing
RECOMMENDATION: Receive update presentation from the CAC
BACKGROUND: The City of San Rafael City Council forms commissions and committees to
provide guidance to City Council on community issues. At its 2014 Annual Retreat, the City
Council requested that each of the commissions and committees provide an annual update to City
Council to improve communications and assist with planning city-wide strategic goals. Staff
provided a brief summary of recent CAC activity (see Attachment A). The current Chair of the
CAC, Bill Carney, will provide an update report during the meeting.
Current CAC membership includes: Bill Carney (Chair), Gordon Manashil (Secretary), Bob
Jackson, Phil Abbey, Glen Koorhan, Jane Winter, Dirck Brinkerhoff, Abe Yang, Gladys
Gilliland (alternate), Bill O'Connell (alternate). There is currently one vacant position. Jane
Winter will be leaving the committee at the end of her term so there will be one additional
vacancy on the committee in June 2015.
FISCAL IMPACT: None.
OPTIONS:
1) Receive the Update Report.
2) Direct Staff to Provide Additional Information.

2014 Annual Report
Citizens Advisory Committee (CAC) on Economic Development and Affordable Housing
Mission: To advise City Council on matters related to economic vitality and affordable housing. To assist
staff in the implementation of the Downtown SMART Station Area Plan. To provide a public forum for issues
related to City's Homeless initiative.
Membership: There are nine members on the CAC Board and two additional alternates. The current Chair is
Bill Carney. The Vice Chair position is currently held by Jane Winter, who will be leaving the committee in
June. The current Secretary is Gordon Manashil. Most members have tenure of at least five years with one
serving over 30 years. Four members will have terms that expire in June, 2015 - staff anticipates that two of
these members will not re -join the committee so there likely will be two vacancies in June.
Recent Committee Background
• SMART Station Area Plan adopted in 2012
• Adoption of residential parking permit program in 2011
• Provided input on dissolution of redevelopment agency in 2012
2014 Highlights:
• Received community comment on Whistlestop project
• Received public comment on Station platform design and made recommendations to City Council
• Presided over three community forum meetings on homeless issues
• Received staff updates and discussed downtown Public Works projects including SMART readiness
• Provided committee input on retail recruitment project
2015 Goals:
• Receive Strategic Events Plan including arts and culture component from staff and make
recommendations to City Council (joint with Parks & Recreation Commission)
• Receive Retail recruitment study from staff and make recommendations to City Council (with
Recruitment Steering Committee)
• Assist staff in developing parklet process guidelines and recommend to City Council (with BPAC)
• Assist City Council and staff on public outreach on City's homeless plan
o Provide recommendations to City Council on homeless issues including potential relocation
of Ritter Center and/or campus concept
• Provide input on Downtown placemaking opportunities
• Provide input on SMART related design and infrastructure
• Assist staff with Transit Center Relocation and Transit Center Area Parking & Wayfinding grants
• Provide recommendations to City Council on Downtown developments
