ED Manaaer City Manager Approval SUBJECT: RESOLUTION AUTHORIZING CLOSURE OF DOWNTOWN CITY STREETS FOR THE SAN RAFAEL MILE & 5K ON SUNDAY, JULY 12TH, 2015 FROM 4 A.M. TO 11:00 A.M. RECOMMENDATION: Approve Resolution BACKGROUND: The Downtown (Miracle) Mile is now entering its seventh year as a significant fundraiser for local non -profits. In past years the event raised funds for the San Rafael High School Athletic Program and Girls on the Run (Marin Chapter). Whole Foods is the race title sponsor and will select a non-profit for this year's race. The success and popularity of this local event is best exemplified in the growth of the field of athletes from just over one hundred and fifty in 2009 and continues to grow each year. ANALYSIS: The Downtown (Miracle) Mile is a "sprint" through our downtown and this year is hoping to achieve a record breaking sub -four minute mile record for an outdoor course. The San Rafael 5K race will feature a variety of neighborhoods in San Rafael focusing the start and finish on Fourth Street in the core of our Downtown. The event brings about a thousand athletes and supporters into our City, and maintains its low impact due to being held early on Sunday morning. Cross traffic on Fourth Street will be allowed intermittently and traffic monitors will work with the Police Department to conduct a safe event. There will also be an Exposition on A Street during the event featuring demonstrations in the latest athletic items, sampling, giveaways' and sponsor recognition. We will also be engaging CERT volunteers to support the Police with traffic and safety. FISCAL IMPACT: As is common with many of our Special Events overtime expenses have will be paid by the event producers. The City will be providing some in-kind services including No Parking signage, event coordination and planning with other City Departments. TO 11:00 A.M. WHEREAS, the San Rafael Miracle Mile & 5K event will occur in Downtown San Rafael on Sunday, July 12, 2015; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the streets shown below should be temporarily closed to through traffic for the date and times specified below. Streets to be closed Sunday, July 12, 2015 for times shown below: San Rafael Miracle Mile & 5K — 4:00 a.m. to 9:00 a.m. 1. Fourth Street, eastbound, from Lincoln Ave. to Cijos Street from 4am — 8am for production and event start (5 K race) 2. Fourth Street from Cijos Street to H Street, 6:30am-9am for production and event (5 K race) 3. H Street north bound from Fourth Street to Fifth Avenue And approve posting "No Parking" on the north side of Fifth Avenue between H Street. And Bay Court, Southside of Forbes Avenue, Bryn Mar Drive, Mission Avenue, C St. and on all the streets noted above as needed, from 6 to 9 a.m. on Sunday, July 12th, 2015. San Rafael Mile — 6:00 a.m. to 11:00 a.m. 1. Fifth Avenue from A Street to Lootens Place (controlled intermittent traffic) 2. Fourth Street from Cijos Street to E Street 3. Lootens Place from Third Street to Fifth Ave. 4. A Street from Parking Structure driveway to Fifth Ave. *open at 12 noon 5. B Street from Parking Structure driveway to Fifth Ave. 6. C Street from Parking Structure driveway to Fifth Ave. 7. D Street from Parking Structure driveway to Fifth Ave. And approve posting "No Parking" on the south side of Fifth Avenue between A Street. and Lootens Place and on all the streets noted above as needed, from 6am to 11 a.m. on Sunday, July 12, 2015. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
