SUBJECT: Annual Update Presentation from the Fire Commission
RECOMMENDATION: Receive update presentation from the Fire Commission
BACKGROUND: The City of San Rafael City Council forms commissions and committees to
provide guidance to City Council on community issues. At its 2014 Annual Retreat, the City
Council requested that each of the commissions and committees provide an annual update to City
Council to improve communications and assist with planning city-wide strategic goals. Staff
provided a brief summary of recent Fire Commission activity (see Attachment A). The current
Chair of the Fire Commission, Dr. Stephen Mizroch, will provide an update report during the
meeting.
Current Fire Commission membership includes: Dr. Stephen Mizroch (Chair), Larry Luckham
(Vice Chair), Aaron Golbus, Carolyn Lenert, Leonard Thompson, Thomas Weathers (alternate).
FISCAL IMPACT: None.
OPTIONS:
1) Receive the Update Report.
2) Direct Staff to Provide Additional Information.

2014 Annual Report
Fire Commission
Mission: The San Rafael Fire Department is assisted by a six -person civilian board appointed by the
Mayor and affirmed by the City Council. This diverse and qualified group advises and supports the
goals and objectives of the department as articulated by the Fire Chief.
Membership: The current Fire Commission Chair is Dr. Stephen Mizroch. The Vice Chair position
is held by Larry Luckham. Additionally, the commission benefits from the contributions of its four
other members Aaron Golbus, Carolyn Lenert, Leonard Thompson, and Thomas Weathers
(alternate). The commission meets monthly with the Fire Chief and on duty Battalion Chief to
discuss issues of relevance and importance to the San Rafael Fire Department. Topics addressed at
these meetings include activity reports, personnel issues (recruitment/promotions), budget issues,
fire and EMS activity, regional working alliances and apparatus/equipment updates.
2014 Highlights:
• Received a report on KOSS (Keep Open Space Safe) which mapped fires caused by illegal
homeless encampments and detailed vegetation management projects.
• Provided advisory support in the development of a Fire Facility Deployment Study.
• Received reports and provided consultation during the development and implementation of
shared service agreements with Marinwood and Larkspur that allow personnel sharing for
Strike Teams.
• Assisted in community outreach for a Vegetation Management project that involved the use
of 500+ goats.
• Continued to support the efforts of the San Rafael Fire Foundation, including hosting an
inaugural fund-raising event.
• Joined the department in celebrating at multiple promotional ceremonies and at the
department's 140`" anniversary event.
2015 Goals:
• Provide input as the department continues its Essential Facilities Planning.
• Assisting the department in evaluating the potential of new opportunities for advanced
services, including the evaluation of a Community Paramedicine program.
• Assisting the department in pursuing the opportunity to acquire a rescue boat and preparing
for water rescues.
• Continuing to support the fundraising efforts of the San Rafael Fire Foundation.
• Assisting in the encouragement of cooperation between fire entities in the City and County,
as they are crucial to the effectiveness of San Rafael Fire.
0 Assisting in the "Enhancement" of Emergency Preparedness for the City of San Rafael.
