HomeMy WebLinkAboutFD Purchase Fire EquipmentciTv OF t� Agenda Item No: 3, Meeting Date: May 18, 201 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Fire Department Prepared by: Christopher Gray, Fire Chief City Manager Approval :)k L—L6J4 SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE SOLE SOURCE PURCHASE OF HOLMATRO HYDRAULIC RESCUE TOOLS TO FURNISH THE NEW PIERCE LADDER TRUCK ARRIVING IN JULY 2015 WITH FUNDS APPROPRIATED IN THE FIRE EQUIPMENT RE, PLACMENT FUND RECOMMENDATION: Adopt Resolution BACKGROUND: Hydraulic rescue tools, commonly referred to as "Jaws of Life," are most frequently used by the Fire Department's emergency response personnel during vehicle extrication. Anticipating the need to replace the Fire Department's soon-to-be obsolete rescue tools, the purchase of these tools were planned in conjunction with the purchase of a new Pierce ladder truck in August of 2014. The Department is requesting that the City Council Authorize the City Manager or her designee to make sole source purchase of one (1) set of Holmatro hydraulic rescue tools at a cost of $47,477.26 from Fire Service Specifications and Supply of Santa Ana, California. The Fire Department needs to replace or upgrade various hydraulic equipment given new materials and construction techniques used today by automobile manufacturers. Failure to replace or upgrade equipment could result in hydraulic tool failure, broken blades, and cutter stalls during an extrication operation, resulting in an extended extrication time, which could impact occupant/patient survivability. ANALYSIS: The Fire Department would like to establish a standard of using Holmatro hydraulic rescue tools, manufactured by Holmatro and sold and serviced by its current exclusive distributor in California, Fire Service Specifications and Supply. The Holmatro rescue equipment was chosen by the Fire Department because of their unique safety systems, cutting strengths, and economically competitive pricing. Holmatro rescue equipment deploys a patented "Core Technology" which allows the hydraulic pump to provide pressures in excess of 10,000 psi to its extrication tools. By pursuing internal standardization to Holmatro hydraulic rescue tools, the Department will be standardizing with other agencies throughout Marin County who use Holmatro tools exclusively, including; Corte Madera, Kentfield, Larkspur, Marinwood, Novato, Southern Marin, Skywalker, and Tiburon. A summary of the benefits of establishing a standard for using Holmatro hydraulic rescue tools are as follows: • Allows for the acquisition, replacement, upgrade and maintenance of hydraulic rescue tools and FOR CITY CLERK ONLY File No.: d}-3-3 Council Meeting: Siif.5 Disposition: eCSaZ-y-7ro tJ /3724 SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 accessories provided by Fire Service Specifications & Supply of Santa Ana, CA. • Provides hydraulic rescue tools with current operational capabilities sufficient for handling the most current automobile construction materials. • Using one brand of hydraulic rescue tool and accessories simplifies the training required for personnel to become proficient in the use of highly specialized equipment. • Provides a flexible but consistent hydraulic rescue tool package with interchangeable components and accessories capable of handling a wide array of extrication possibilities. hn August of 2014, the Fire Department purchased a Pierce Ladder Truck, which is scheduled to arrive in July of this year. The truck cost $935,690.73 and was purchased using finding from the City's vehicle replacement fund. At the time the truck was purchased, the Department acknowledged additional funding would be necessary to install equipment and radios on the new apparatus. In the past some of the Department's expenses to outfit new apparatus with certain non-portable equipment, like radios, had been funded out the vehicle replacement fund. Because of recent upgrades to extrication equipment technology, hydraulic rescue tools can now be made portable and are no longer fixed to the truck as they had been in the past. For this reason, the Department has chosen to adjust the way it plans for these "equipment" purchases, by appropriating funding in the Fire Equipment Replacement Fund. COMMUNITY OUTREACH: N/A FISCAL IMPACT: There are sufficient funds in the Fire Equipment Replacement Fund to support the $47,47726 purchase of the hydraulic rescue tools, as well as the related equipment totaling approximately $97,000 to furnish the new ladder truck. These purchases, when combined with earlier expenditures for turnouts, defibrillators, fire hydrants and gurney maintenance will result in total fire equipment replacement expenditures of $400,000 for the fiscal year. OPTIONS: 1. The City Council may choose to adopt the proposed resolution. 2. The City Council may choose to reject the proposed resolution. 3. The City Council may direct staff to take other steps, prior to pursuing the purchase of this equipment. ACTION REQUIRED: Staff recommends that the City Council adopt the resolution. ATTACHMENTS: 1. WHEREAS, the Department Purchased a Pierce Ladder Truck in August of 2014 and identified that additional funds would be necessary to furnish the truck with equipment; and WHEREAS, the Fire Department needs to replace or upgrade various hydraulic equipment given new materials and construction techniques used today by automobile manufacturers. Failure to replace or upgrade equipment could result in hydraulic tool failure, broken blades, and cutter stalls during an extrication operation, resulting in an extended extrication time, which could impact occupant/patient survivability; and WHEREAS, The Fire Department would like to establish a standard of using Holmatro Hydraulic Rescue Tools, manufactured by Holmatro and sold and serviced by its current sole source vendor in California, Fire Service Specifications and Supply; and WHEREAS, there are sufficient funds in the Fire Equipment Replacement Fund to support this purchase of $47,477.26 as well as related equipment totaling approximately $97,000 required to furnish the new ladder truck. NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San Rafael does hereby authorize the sole source purchase of (1) set of Holmatro hydraulic rescue tools at a cost of 47,477.26 from Fire Service Specifications and Supply, of Santa Ana California. BE IT FURTHER RESOLVED that the City Council authorizes the appropriation of an additional $200,000 in the fire equipment replacement fund, bringing total annual appropriations for that fund to $400,000.
