SUBJECT: REAPPOINTMENT OF SALAMAH LOCKS TO FILL ONE THREE-YEAR TERM
TO THE END OF JUNE, 2018 ON THE MARIN COUNTY COMMISSION ON
AGING (CC)
RECOMMENDATION:
It is recommended that City Council reappoint Salamah Locks to a further three-year term to the
end of June, 2018 on the Marin County Commission on Aging
SUMMARY BACKGROUND:
At the meeting of May 4, 2015, the City Council called for applications to fill one three-year term
on the Marin County Commission on Aging to the end of June, 2018, due to the expiration of
term of Salamah Locks. One (1) application was received in the City Clerk's Office by the
deadline of Tuesday, May 26, 2015.
The three-year term of Salamah Locks on the Marin County Commission on Aging expires at
the end of June, 2015. Salamah Locks' application was the only one received by the deadline of
May 26, 2015.
ACTION: Approve staff recommendations.

Marin County Commission on Aging
Annual Report Fiscal Year 2015-16
Commission Purpose and Mandate
The Commission on Aging's purpose is to promote information and advocacy for services that
enable older adults to live with dignity. The Commission on Aging is vital to the work of Marin
County's Area Agency on Aging. As its mandated Advisory Council, the Commission is
instrumental in helping the Area Agency on Aging plan, coordinate, and deliver the services
necessary to respond to the needs of Marin's older adults and their families. The Commission
on Aging's composition, with representation from the cities and districts of the county, as well
as the California Senior Legislature, promotes dynamic and diverse perspectives that are critical
in representing the population that it serves.
Major Accomplishments and Planned Activities FY 2014-15
• Interviewed family caregivers in Marin County to inform the Area Agency on
Aging of their needs and guide the development of the Family Caregiver Support
Program Request for Proposal.
• Advocated legislation that impacts older persons, including the Residential Care
Facility for the Elderly Reform Act of 2014.
• Developed a resource toolkit for end -of -life decision-making.
• Informed older adults of resources and services at the annual Senior Information
Fair.
• Implemented two media strategies to promote housing and transportation
resources.
• Organized monthly community education presentations on topics that include
senior -friendly travel, fall prevention, family caregiving, and best practices in
Long-term Care.
• Published three issues of Great Age newsletter with articles on end -of -life issues,
Care Transitions, downsizing, and other topics of interest to older adults.
• Supported planning efforts of towns and cities in Marin aspiring to obtain a
World Health Organization Age -Friendly designation.
• Partnered with Marin General Hospital, Kaiser Permanente, Whistlestop, and
SCAN Foundation to organize the Healthy Aging Symposium, Living in Age -
Friendly Marin, to be held in May 2015.
• Participated in the Aging Action Initiative, a multi -disciplinary and multi -agency
collaboration that focuses on addressing the identified priority areas of care
coordination, dementia, eligibility gap, mental health, and nutrition,
• Conducted a retreat meeting to enhance the effectiveness of Commissioners
working together to do the work of the Commission.
Goals and Key Initiatives FY 2015-16
Goal #1: Promote an effective, well -coordinated, and comprehensive system of care and
support that is responsive to the needs of adults with disabilities, family caregivers, and older
persons.
The Planning Committee will continue to support the efforts of the Area Agency on Aging and
work with partner agencies and existing coalitions to gather information and collect public input
at least once per year to understand the needs of older adults and family caregivers in Marin
County.
Goal #2: Utilize effective methods and best practices to enhance access to and dissemination
of information about resources.
The Health and Nutrition Committee will present and distribute toolkits to at least two different
communities regarding the importance of making end -of -life decisions.
Goal #3: Mobilize action at the community level to address the unique needs of its people.
The Housing and Transportation Committee will collaborate with community partners including
Marin Transit, Marin Housing Authority, and In -Home Supportive Services to identify existing
service gaps in housing and transportation resources. Results will be presented to older adults in
the community.
